Pthe subject of the contract is to provide support services in the review of procedures in terms of employing people with special needs in 30 public administration offices and training 900 employees of public administration offices under the "Procedures without barriers" project, co-financed by the European Union from the European Social Fund (operational program " Knowledge of Educationja Rozwoj ", Priority Axis II Effective public policies for the labor market, economy and education, action 2.16. Improving the lawmaking process) in accordance with the detailed description of the subject of the contract (OPZ), constituting Annex 6 to the ToR, and on the conditions specified in the model contract, which constitutes Annex 7 to the ToR.
The object of the contract is to provide a review support servicea court of procedures in terms of employing people with special needs in 30 public administration offices and training 900 employees of public administration offices under the "Procedures without barriers" project, co-financed by the European Union from the European Social Fund ("Knowledge Education Development" operational program, Priority Axis II Effective public policies forlabor market, economy and education, action 2.16. Improving the lawmaking process) in accordance with the detailed description of the subject of the contract (OPZ), which is Annex 6 to the ToR, and on the conditions set out in the model contract, which is Annex 7 to the ToR. The responsibilities of the Contractor will include: a) preparation of a methodology for reviewing procedures;
b) diagnosis of institutional barriersin the recruitment of people with special needs (e.g. based on reviews of the procedures used in the indicated scope) and the development of solutions to improve recruitment processes. The contractor will review the employment procedures in each of the 30 offices and will develop conclusions and recommendations (for each of these offices and for the entire public administration on the basis ofassignment), which should be implemented in order to improve the quality of services rendered by the office in relation to people with special needs;
c) development of training materials;
d) organization of training in the field of employing people with special needs for employees of public administration offices, in particular in ministries, central offices, voivodship officesch, administrative and non-aggregate administration offices in the voivodship. The participants of the training will be personnel employees and persons in managerial and independent positions participating in the employment of employees. The trainings will be organized taking into account the needs diagnosed at the stage of reviewing the procedures and reported by the offices, as well as the requirements specified in OPZ.
To confirmfulfilling the conditions for participation in the procedure and in order to demonstrate the lack of grounds for exclusion from the procedure, the Contractor is obliged to submit declarations and documents described in detail in - 7 of the ToR, together with the offer valid as at the date of submission of the offer, initial statement (Annex No. 2 to the ToR), mandatory within 3 days from the date of placing by the Employer on the website information about whichj speech art. 86 section 5 of the Public Procurement Law, a declaration of belonging or not belonging to the same capital group as referred to in art. 24 section 1 item 23 of the Act on Public Procurement Law At the request of the Ordering Party:
List of services rendered, list of persons, information from the bank or cooperative savings and credit union confirming the amount of financial resources or creditworthiness of the Contractor, an excerpt from the appropriatejestru or from the Central Register and Information on Economic Activity, information from the National Criminal Record, certificate of the competent head of the tax office, certificate of the competent organizational unit of the Social Insurance Institution or Agricultural Social Insurance Fund, statement of the Contractor about the lack of a final court judgment against him or finalj an administrative decision on arrears in the payment of taxes, fees or social security or health insurance contributions, or in the event of such a judgment or decision, documents confirming the payment of such receivables together with any interest or fines, or the conclusion of a binding agreement on the repayment of such receivables; Contractor`s declaration of no judgment againstas a precautionary measure against the prohibition of competing for public contracts; the Contractor`s statement of the lack of a final judgment of the convicting court for the offense of restriction of liberty or a fine to the extent specified by the Employer pursuant to art. 24 paragraph 5 points 5 and 6 of the Public Procurement Law; Contractor`s statement that no final administrative decision has been issued against himobligations resulting from labor law, environmental protection law or social security provisions to the extent specified by the Employer pursuant to art. 24 paragraph 5 point 7 of the Public Procurement Law; Contractor`s declaration of non-payment of local taxes and fees, referred to in the Act of 12.1.1991 on local taxes and fees. If the Contractor has its registered office or place ofliving outside the territory of the Republic of Poland, submits documents in accordance with - 7 para. 2 SIWZ.
The period of the Contractor`s binding bid is 60 days from the deadline for submission of bids. The offer must include:
a) completed and signed bid form;
b) in order to assess the criteria referred to in - 14 para. 3 6 ToR: the concept of increasing the effectiveness of training, the concept of co-operationworking with experts in the field of employing people with special needs as part of the contract, the concept of increasing the substantive value of products, the concept of ensuring the sustainability of the project from the date of termination of the contract until 30.11.2023;
c) the statement referred to in - 7 para. 1 point 1 of the Terms of Reference;
d) document confirming the payment of the bid bond;
e) power of attorney;
f) attributingContractors referring to the resources of other entities, the obligation of a third party and other documents confirming the availability of resources. The contracting authority does not provide for the possibility of awarding contracts referred to in art. 67 section 1 point 6 of the Public Procurement Law
