19FOUR04 - rental of 2 agricultural tractors for the service of maintenance of the beaches of the antenna of Six-Fours-les-Plages (revived following the procedure declared without continuation)

The procedure is subjected the provisions of Articles 25-I.1 and 67 to 68 of Decree No. 2016-360 of 25.3.2016. The framework agreement with minimum and maximum is passed pursuant to Articles 78 et 80 of the decree n 2016-360 of 25.3.2016. It will give rise to the issue of purchase orders. The subject of the contract is the rental of a new farm tractor (tractor 1) and an agricultural tractor (tractor 2) for 7 months (from 1 April to 31 October) for the service of maintenance of the beaches of six-Fours. The machines will be used for the restoration and the maintenance of the beaches of the commune ofSix-Fours-les-Plages with including leveling (harrow) and cleaning (sieving machine on tires). Framework agreement with purchase orders: minimum 12 000 EUR excl. VAT; 57 000 EUR HT.

This consultation is not subject to allotment within the meaning of Article 32 of the Ordinancenance n 2015-899 of 23.7.2015 relating to public markets and 12 of decree n 2016-360 of 25.3.2016 relating to public markets. The framework agreement is concluded for a firm period of 4 years from the date of notification to 31.12.2022. The criteria for the application are the technical, professional and financial guarantees and capabilities. The sub criteria of the technical value et their weighting are indicated in the regulation of the consultation. Technical value: in the case where the best technical offer obtains a score lower than 60 points, it will be given the maximum score and therefore the other technical offers will benefit from an adjustment of points according to the following method: 60 X (candidate score evaluates / candidate score with the highest mark).
