CPV Description: Thermal insulation work.
Acquisition of execution works seven lots: lot 1 thermal rehabilitation of apartment building PB 132, located in Oradea, Str. Craftsmen no. 75; Craftsmen no. 75; Craftsmen no. 75; erent of each lot aims to increase energy efficiency in residential buildings in Oradea, in order to reduce high energy consumption.

GENERAL OBJECTIVE OF THE PROJECT aims to increase energy efficiency in residential buildings in Oradea, in order to reduce high energy consumption
. of investment soundt: -1. Reducing the annual primary energy consumption compared to the initial consumption after the implementation of energy efficiency measures for collective housing buildings.
This objective will bring benefits in terms of reducing heat loss and improving interior comfort and energy efficiency.
3. Estimated decrease in greenhouse gas emissions (tons of CO2 equivalent) after mass implementation
Intervention measures involve: substantial decrease in energy consumption, efficiency
Value of works execution: 333, 122.15 RON without VAT, of which 2, 412.95 RON without VAT site organization
b) The amount of expenses "miscellaneous and "unforeseen" mentioned by the designer in the general estimate is 10%, respectively 33, 070.92 RON without VAT.
This amount was not included in the estimated value and can be accessed during the contractand, according to the review clause established in it.
The bidder will prove that it does not comply with the situations provided by art. 60, 164, art. 165, art. 167 of Law 98/2016.
The way in which the fulfillment of the requirements can be demonstrated: DUAE will be presented in accordance with the provisions of art. assumed in DUAE are to be presented at the request of the contracting authority, only by the bidder clavillage on the first place in the intermediate classification drawn up at the end of the evaluation of the offers.
The requirements regarding the non-compliance in the situations provided in art. 60, art. 164, art. 165, art. Law 98/2016.
The supporting documents may be, insofar as they provide all the information requested in the DUAE, the following:
1. Declaration regarding the conflict of interests
2.Certificate regarding the payment of obligations to the general budget consolidified (local budget and state budget) to confirm that the bidder has fulfilled its REMAINING obligations to pay taxes, fees and social security contributions at the registered office, secondary offices, as well as the point / points of work, , for which there are payment obligations "at the time of DEPOSITING THEM.

The economic operators submitting the offer must prove a form of registration under the law of the country of residence, which shows that the economic operator is legally constituted, that it is not in any of the situations annulment of the constitution as well as the fact that it has the professional capacity to carry out the activities that are the object of the contract.
The way in which the fulfillment of the requirement can be demonstratedlime:
The DUAE will be filled in by the economic operators participating in the award procedure by checking the global indication section
Supporting documents considered adequate to demonstrate the information included in the DUAE (answer) regarding the capacity to exercise the professional activity may propose them to the Contracting Authority include, but are not limited to:
i. certificates issued by the professional register or by the trade register or docuequivalent documents issued by the competent authorities of the country in which the Economic Operator is established; other evidence that the Economic Operator may present, in accordance with the legislation of the country in which it is established
The supporting documents are to be presented, at the request of the contracting authority, only by the tenderer ranked first in the intermediate ranking At the express request of the Contracting Authority and in the applicationthe provisions of art. 196 of Law 98/2016, submitted as a result of completing the evaluation process and drawing up the ranking of admissible bids based on the application of the award criterion, the Bidder (Individual Economic Operator or Association of economic operators) in the first place will demonstrate compliance by submitting documents which to:
i. prove all the statements included in the DUAE (answer) to the requested field (s); to prove that:
a. The Economic Operator isis legally constituted in his country of origin and that he is not in any of the situations of annulment of the constitution,
b. carries out lawfully on the market its professional activity, respectively:
i. there is a correspondence between the object of the Contract and the economic activity registered in the document of establishment of the Economic Operator in the form of NACE code (Statistical Classification of Economic Activities in the European Community or equivalent) for the Offering Economic Operator (s);there is a correspondence between the activity associated with the role of the Economic Operator in the procedure and the economic activity registered in its establishment document in the form of NACE code (Statistical Classification of Economic Activities in the European Community or equivalent) for the Subcontractor
iii. Correspondence is determined by reporting at least to the section of the national economy, determined on the principle of homogeneity at the level of Classification of activities in the national economy, taking into account the nature of the works executed.
1.If two or more bids are ranked first, the tie will be made by requesting through SEAP new financial proposals, and the winning bid will be designated the one that will present the lowest price - the lowest price.
2.Economic operators may be excluded from the public procurement procedure or may be prosecuted under national law in serious cases of false statements whennd have completed the DUAE or, in general, when they have provided the information required to verify the absence of grounds for exclusion or the fulfillment of the selection criteria or if they have not disclosed this information or have not been able to present the supporting documents.
3 .Presumption of legality and authenticity of the documents submitted: the bidder assumes sole responsibility for the legality and authenticity of all documents submitted in original, copy sand / or a copy "conforming to the original" in order to participate in the procedure. does not exclude the sole responsibility of the tenderer in this respect.e regarding the incidence of the reasons for exclusion or the fulfillment of the qualification and selection criteria or who are guilty of false statements in the content of the information transmitted at the request of the contracting authority will be rejected, with the proper application of the relevant legal provisions / consequences
4. The purchaser will have the right to use at any time all the provisions of art. 221 of law 98/2016, provided that the conditions imposed by this article are met. First, the use effectsv of this article can never be considered as representing a change in conditions that restricted competition. By mentioning in the award documentation that in the situation where the conditions imposed by Article 221 will be met, the contracting authority will have the right to use its provisions at any time, the contracting authority respects the principle of transparency. could be invoked in the situation in whichre art. 221 of Law 98/2016 will be applied during the execution of the contract. This provision is an amendment that allows the increase of the contract value so that in case changes will be necessary to the concluded contract leading to the increase of its value, based on art. 221 of Law 98/2016 (art. 72 of Directive 24/2014) no it will be possible to state that the modification represents the intention of the parties to renegotiate the contract and that other competitors have been deprived of this informationIt is that if they had known they would have been interested in bidding. The contracting authority does not limit the number of lots for which an economic operator can submit its offer and will not use the provisions of art. 141 para. 5, 6, 7, 8, 9 and 10 of Law 98 / 2016.
6. The term until which any interested economic operator has the rightto request clarifications or additional information regarding the award documentation is 20 days before the deadline for submission of tenders. The contracting authority will respond clearly and completely to all requests for clarifications on the 11th day before the deadline for submission of tenders. Requests for clarification will be submitted in editable format
