The Austrian parliament offers live streams of all plenary sessions of the National Council and the Federal Councilhis website. Since July 2019, the sessions can also be followed in retrospect as video-on-demand in a media library. On the one hand, the livestreaming via a player implemented on the parliamentary side, on the other hand the provision of already streamed video content as well as other video material such as: B. explanatory videos on this same page in the video-on-demand section of the Mediatheque.

The main part of the transmissions are sessions of the National Council (including Gebaerdendolmetsch video, picture-in-picture) and the Bundesrat, as well as committee meetings, events, press interviews and press conferences be transmitted. On the Internet is expected to have different high access rates, depending on the publicinterest in the negotiated items. Access to the stream must nevertheless be guaranteed fail-safe despite varying access numbers. The streams have to be playable with common browsers as well as on desktop and mobile devices without proprietary software with different protocols and in different quality levels and in common open HTML5-Videoplayer can be integrated on the client`s website. For the transfer, appropriate interfaces with the parliamentary IT have to be set up. The transmitted video files are linked with metadata, which are required on the one hand for the correct presentation of the speakers and the agenda items in the navigation area of the media library, on the other hand forthe implementation of inserts and abdominal tapes in the video files. For the correct presentation of the content in the video-on-demand area, a manual post-processing of the automatically cut video content by the contractor is necessary in some cases. The transmission of the livestream should be largely automated. It is with a scope of services totaling about 800 SApproximately 600 hours (approximately 300 hours of National Council plenary sessions x 2) will be streamed in parallel. On the possible requirement of a decision by the authorities on the permissibility of doing business in Austria as well as on the obligation according to -- 21 and 194 of the Federal Procurement Act 2018 is expressly indicated. Sections 21 and 194 of the Federal Public Procurement Act 2018 oblige applicants or tenderers resident in the territory of another contracting party to the EEA Agreement or in Switzerland and having to obtain an official decision regarding their professional qualifications to carry on business in Austria directed method possible uimmediately, but in any case before the expiry of the offer period. For regulated trades (- 94 of the Trade Regulations 1994), reference is made in this connection to -- 373a to 373e of the Trade Regulations 1994.
