Supply of consumption control system, improvement of water supply system operation and reduction of drinking water losses in Sifnos Municipality.

Subject of the act is

Main Site: Municipality of Sifnos

The physical object of the proposed act involves the installation of modern remote control equipment - remote controlof water supplied and consumed, and equipment for portable leak detection systems. The type of selected control stations and equipment to be installed is presented below:

- Installation of electronic consumer water meters, for all consumers of Sifnos Municipality, with the relevant software and telemetry equipment. All electronic water meters eit`s 4, 420. The category of these installations is codified by the designation of PSI (electronic water meter consumption consumer electronic registration),

- upgrading of the Central Control System, which is already established by the implementation of an approved ESPA proposal. of 2018, which relates to a centralized management system (JMS) and aims to gather all the data from the localstands and water meters, and their overall treatment, for the purpose of immediate and comprehensive presentation of water balances, water scarcity management, stock management data analysis, strategy development, demand forecasting, decision support and rules of operation of water resources,

- also, overall supervision of networks will beLaptops-type Portable Control Stations (PCs)

There will be a trial run of the entire system, as well as a smooth and trouble-free operation, for two (2) months from the date of commissioning. and on a 24-hour basis, while adhering to the inspection, measurement and maintenance programs to be delivered to the Technical Service

The items to be purchased are classified under the following CPV codes: 32441100-7 and 32441200-8 and 38411000-9, and are charged by CA. 63.7131.0002

Bids are submitted for all parts of the supply.

Contract duration is up to fourteen (14) months (12 months for delivery and 2 months for trial run, documentation and trial run of the entire system), from the date of signing the contract.

The contract will be awarded on the basis of the most economically advantageous tender, based on the best value for money (article 311 of Law 4412/2016).

The economic operators involved in the process of concluding this contract are required to engage in commercial or industrial activities.mechanical or craft activities, related to the subject of the supply.

Economic operators established in a Member State of the European Union are required to be registered in one of the professional or commercial registers kept in their country of establishment or to satisfy any other requirement set out in Annex XI to Appendix A to n 4412/2016.

S.in the case of economic operators established in a Member State of the European Economic Area (EEA) or in third countries which have acceded to the SDS; or to third countries not covered by the foregoing and which have entered into bilateral or multilateral agreements with the Union on public procurement procedures shall be required to be registered as a professionalor commercial registers.

Economic operators established in GREECE are required to be registered with the Chamber of Commerce or Industry or the Register of Manufacturers of Defense Material. ..

The application for a preliminary ruling is a prerequisite for theapplications for suspension and application for cancellation of article 372 of Law 4412/2016 against the executing acts or omissions of AA (Any Contracting Authority)

Anyone who has a legitimate interest may request suspension of the implementation of the GFP decision. and its annulment before the competent court. The contracting authority also has the right to appeal the same remedies, ifthe GDP upholds the application for a preliminary ruling; The remedies of the application for suspension and the application for cancellation are considered to be joint and several with the decision of the GNP. and any acts or omissions of the contracting authority relevant to the above decision, if adopted or implemented, respectively, until the application for suspension or the first application for annulment has been heard.

The filing of the application for suspension is not subject to the previous filing of the application for annulment.

The application for suspension is to be lodged with the competent court within 10 days of notification or full knowledge of the decision on the appeal. A fee shall be filed for the filing of the application for suspension, as specified in Article 372 (4) of Law 4412/2016.Suspension of the contract shall preclude the conclusion of the contract unless the temporary judge decides otherwise by the interim order. in particular as defined in articles 368 to 371 of Law 4412 / 2016.
