The following shall be performed upon execution of the order:

Main Site: the territory of Varna Municipality

When executing the order, the following shall be carried out:

- provision of electronic-communication services through GSM / UMTS public mobile cellular network with national coverage and building connectivity for the needs of the Municipality of Varna and its budget units by providing mobile telephone service and mobile Internet of SIM cards according to the technical terms, - building connectivity, supporting its own APN between Data SIM cards and servers serving automated b(IGT), - ensuring the connectivity of ticketing machines and charging for MGTT cards and the national payment card system according to the technical specification - Annex 1.

The performance of the public procurement shall comply with the requirements of the contracting authority specified in the technical specificationspecification and all regulatory requirements regulating the provision of electronic communications services through a GSM / UMTS / LTE national landline mobile network.

The numbers used by the municipality of Varna and its budget units at the time of the award of the public procurement contract should be retained. All costs of transferring / saving these numbers will-are at the expense of the contractor. The date of portability of the numbers used should be in accordance with the terms of the functional specifications for carrying out portability of nationally significant numbers when changing the provider of public mobile telephone service.

The services provided under the contract for the award of the public procurement will be activated / deactivated only express request of-the contracting entity for the entire duration of the contract, namely 24 months from the date of its conclusion

Award criterion: The most economically advantageous tender is determined on the basis of the award criterion optimal quality / price ratio according to Art. 70, para. 2, item 3 of the PPA

Technical proposal - K1 - 20% weight - Price offer - К2 - 80% weight, incl .:

- monthly subscription fees - 15%price per minute voice call to all national networks BULGARIA outside the proposed free minutes - 55%,

- price for 1 pc. SMS, sent from a voice SIM to all to all national mobile networks in Bulgaria - 5%, - price per minute international voice call from SIM to fixed networks of EU countries - 5%, - price for minute interday 5-minute voice call to mobile networks of EU countries - 5%, - per minute incoming voice, SIM card roaming in EU countries - 5%, - cost per minute outgoing 5% voice roaming voice conversation in EU countries,

100% incoming / outgoing roaming package in non-EU countries - 5%

Final evaluation of bids will-is performed using the formula: K = K1 * 0, 20 K2 * 0, 80. Participants should be licensed to provide electronic communications via GSM / UMTS / LTE mobile terrestrial network with national coverage until the expiry of the CRC execution time limit. Participants should be licensed to use individually assigned scarce resource - the number to carry outnot of public electronic communications via a mobile landline with allocated individually assigned scarce resource - a spectrum band with ranges of 900 MHz, 1 800 MHz and 2GHz for the entire duration of the contract issued by the CRC - The participant declares in Part IV, point A, point 2 of EEDOP information on compliance with the selection criteria according to Art. 67, para. 1 of the PPL.

In the cases of Art. 67, para. 5 and 6of the PPL shall be certified copies of permits:

1. authorization for the provision of electronic communications through GSM / UMTS / LTE mobile terrestrial network with national coverage until the expiry of the deadline for the execution of the order, issued by the CRC; permission to use individually assigned scarce resource - the number for making public e-mails through a mobile terrestrial networkwith assigned individually assigned scarce resource - radio frequency spectrum with ranges of 900 MHz, 1800 MHz and 2GHz, for the whole term of the contract, issued by the CRC ..

The assignor does not ask the participants for economic and financial condition requirements. The participants in the procedure should meet the requirements of Art. 54, para. 1, items 1-7 of the Public Procurement Act and Art. 55, para. 1, item 1 of the Public Procurement Act. Specific nationaland grounds for exclusion to be declared in Part III "Grounds for exclusion" Section D:

A. The participant shall declare the absence or existence of a judgment which has come into force for a crime under Articles 194-208, Article 213a- 217, Article 219-252 or Article 254a-260 of the Criminal Code B. The participant should not be related to other participants in the present procedure according to Article 101, Paragraph 11 of the Public Procurement Act.and should not be established by a punitive decree or court decision enacted, a violation of Art. 61, para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 228, para. (3) of the Labor Code or similar obligations established by an act of a competent authority under the law of the country in which the applicant or the participant is established. The participant should not be found to be infringedis under Art. 13 para. 1 of the Labor Migration and Labor Mobility Act. For the participant, the circumstances under Art. 69 of the Law on Counteracting Corruption and for Removal of the Acquired Property. The participant should meet the requirements of Art. 3, item 8 and Art. 4 of the Law on Economic and Financial Relations with the Companies Registered in the Courts with pthe reference tax regime, the persons controlled by them and their actual owners by a participant / subcontractor, such as: - is not registered in the jurisdiction with preferential tax treatment, - is not controlled by a company with registration in preferential tax jurisdiction. The warranty for the performance of this contract is presented in one of the following forms:

1) cash amount; or-

2) bank guarantee; or

3) insurance that ensures performance by covering the contractor's liability.

The Contractor shall choose the form of the performance guarantee himself. The guarantee under par. 1, item 1 or item 2 may be provided on behalf of the contractor on behalf of third party guarantor. A performance guarantee is submitted before the signing of a contract by the participant designated for completionl. On the grounds of Art. 111, para. 2 of the PPA, the assignor sets a performance guarantee of 3% (three percent) of the value of the dog to be paid by the winning participant to the account at nod. or submit a bank. or a layout that provides execution by covering the responsibility for execution. before signing the contract. Submitting guarantorthe execution in the form of a monetary amount is made with a IBAN payment order: BG 63CECB97903324129200 BIC: CECBBGSF of Investment Policy OP - Varna Municipality at CCB AD - Varna If a bank guarantee for performance of a contract is presented, the same must be irrevocable and unconditional, with the possibility of being fully or partially absorbed.to make an indiscriminate and unconditional payment at the first written request of a unit. The term of validity of the bank guarantee for performance shall be no less than 30 days after the date of performance of the contract. If insurance is provided, it should be in the benefit of the contracting authority and ensure that performance by covering the contractor's liability is consistent with the duration of the contract. INthe policy expires when the policy expires, the insurance becomes invalid. Nod. should be designated as third party under this insurance. The insurance can not be used to secure the contractor's liability under another contract. The text of the insurance is coordinated with the unit. The insurance should be valid for a minimum of 30 calories. days after the date of performance of the agreementr. The same should include an obligation to make a free and unconditional payment at the first written request of the assignor.
