Solent Network Framework
Portsmouth City Council (the 'Authority') have been successful in securing Wave 2 funding as part of the Full Fibre Network Programme (LFFN) operated by the Broadband Development UK (BDUK) programme within the Department for Digital, Media, Culture and Sport (DCMS) to implement a Gigabit capable Full Fibre Network.
Portsmouth City Council currently operates 4 different networks:
Corporate Wide Area Network — providing remote access to the a centralised Data Centre.
Super Connected Cities (Public WiFi) — Providing filtered Internet access through wireless access points devices to 80 locations across the city
Schools Wide Area Network — sites proving a filtered Internet through a managed service.
The Peoples Network (TPN) — Providing connectivity to libraries, museums and other public access buildings within Portsmouth
All the above networks are operated out of the Portsmouth City Council Data Centre located in the Civic Offices, Guildhall Square, Portsmouth. The intention is to remove the dependency on the Authority's datacentre as a single point of failure, allowing the Authority to resolve a long standing Disaster Recovery issue.
A key element of the strategic plan to improve both the value and flexibility of Portsmouth City Council is to both consolidate the current network technologies into a single solution as well as removing any single points of failure by the procurement of infrastructure.
The Authority is seeking to set up a Framework to deliver its requirement to Portsmouth Authority owned sites, and provision for Southampton City Council, Gosport Borough Council to deliver to their owned sites and any other sites from Public Sector Bodies subsequently making use of this framework
A full list of PCC sites will be provided in the invitation to submit initial tenders indicating those Council sites to be connected as a minimum requirement and further sites to be connected within the available budget.
Site lists
— List 1 — List of approximately 213 PCC essential sites that must be connected within the budget
— List 2 — List of PCC desirable sites e.g. Leigh Park, Paulsgrove, Wecock Farm housing offices etc. Aim to connect as many additional sites from within the budget.
— List 3 — PCC CCTV assets which are not in the immediate scope of the procurement, which are due for retender from March 2019
— List 4 — List of Southampton sites for future call off.
— List 5 — List of Gosport sites for future call off.

The Framework will also be open for access by other Public Sector Organisations. Southampton City Council and Gosport Borough Council have expressed a firm interest in accessing the Framework and their site lists will be provided as part of the tender information. The Framework will also be made available for use by other UK public sector bodies which include Central Government Departments and their Arm's Length Bodies and Agencies, Non Departmental Public Bodies, Police, Emergency Services, Education Sector, NHS Authorities and Trusts and Local Authorities in the area spanning along the South coast from West Sussex to Bournemouth.
The anticipated value of the call off contract for Portsmouth City Council's requirements is estimated at 8M GBP for a 10-year period, if a longer call-off period is agreed during the tender exercise this amount will increase. These figures will be subject to change depending on the outcome of procurement and Contract duration. The anticipated potential value of services of any other Contracting Authority under this Framework has been estimated to be 80M GBP, however, no guarantee or commitment as to the initial and future value of any work arising from this Framework can be given.
