The Federal Office of Roads FEDRO deals, inter alia, with all requests from mobile telephony operators and other telecommunication companies who wish to use telecommunication services. infrastructure of national roads to install or transit their facilities. On this subject, -the contracting authority seeks an agent who can technically support its administrative staff in the analysis and decision-making on the requests of third parties, in particular in the field of cabling (copper or optical fiber), radiocommunication and telecommunication.

Main Site: The requests concern highways N01, N05, N09, N12 and N16. They cover the cantons of-GE-VD-EN-NE-JU-BE. According to the requests, on-site sessions will be required.

The Federal Office of Roads FEDRO deals, inter alia, with all the requests of the operators of mobile telephony and other companies of telecommunication who wish to use the infrastructure of the national roads to install there or to transit their facilities. In this respect, the contracting authorityan agent who can technically support his administrative staff in the analysis and decision-making on the requests of third parties, in particular in the field of wiring (copper or optical fiber), radiocommunication and telecommunication.

Information / Certifications must be filed at the same time as the tender file, unless otherwise specifiedent. Otherwise, the offer will not be evaluated. Bidders are urged to use the tender specifications provided with the solicitation documents to order the evidence.

Q1) Bidder's Technical Capability:

Q1.1) Bidder's Reference

Bidder's Reference relating to a project of comparable complexity in the same specialized area, alreadyat the time, the overall investment of the project, the services performed and the interlocutor (principal) authorized to provide information;

25% of the maximum benefit may be provided by subcontracting;

The tenderer's annual turnover is equal to or greater than twice theu annual amount of the contract;

Q2.2) documents to be submitted

Documents to be submitted with the bid of the tenderer:

- voluntary declaration signed by the tenderer,

- extract (s) from the commercial register for the tenderer and, where applicable for each member of the partner association. For companies having their headquarters abroad, similar certificate (s). These documents must date frome less than 3 months from the time of submission of the offer;

Certifications to be submitted after the tenderer has submitted the tender at the request of the tenderer contracting authority within a period of 7 days:

- certificate from the Office of Bankruptcy stating that the company is not in liquidation,

- extract from the register of prosecutions (pmore recent than 3 months from the time of submission of the offer),

- justifications of the current payments for AVS / AI / APG / AC as well as SUVA and AFC,

- justifications of the current payments for the LPP,

- certificate (s) professional liability insurance for damages and amounts of coverage as specified in the draft contract;

A reference from the person in charge of the mandate for at least 1 project / mandate of comparable complexity, in an equivalent function or in an assistant position for a project already carried out in the area of the tender, indicating the function, the period, the amount of the tenderer's fees and the overall cost of the project, the phases carried out, the services performed and the contact person of the principal authorized to provide information;

Q3.2) availability

Proof that the availability of the key person for the mandate of this invitation to tender is greater than or equal to the minimum availability required by the contracting authority during the 2 1 years of the mandate. Enumeration and detailed description of the time constraints imposed bytheir other projects or activities;

Q3.3) language requirements

The key person must have at least the following level of proficiency in French: - responsible for the mandate: B2.

The levels mentioned above are part of the Common European Framework of reference for languages, edited by the Council of Europe.

The tenderer must complete the tables of the tender documents and attach to the CV all certifiedlevel of requirement or equivalent or provide sufficient explanation to justify the levels achieved

Partial offers are not allowed.

Conditions governing the procedure: the contracting authority awards the public contractss for services in Switzerland only to contractors who guarantee compliance with the provisions on the protection of workers, working conditions and equal pay for men and women.

List of criteria for the award of contract (according to the Public Procurement Manual):

C1) price [40%]

Evidence for this criterion: amount of the financial offer. Elements of judgment: the price considered for the evaluation is the amount of the offer with discount, without discount and without VAT, after control by the representative of the MO and correction of arithmetical errors. Price evaluation is done according to thethe following method: the maximum score (5) is awarded to the lowest price offer. Offers, which are priced 100% or more above the lowest bid, are marked 0. C2.1) responsible for the mandate [35%]

Evidence for this criterion:

- references of-the key person in a similar position (as manager or assistant) for a project of comparable complexity,

- CV of the key person (diplomas, certificates, reference projects, completed phases, career path),

- table if demand in the qualification criteria.

Elements of judgment:

- basic and continuing training, member of expert committees in relation toc the areas concerned by the project,

- experience: number of years of experience in the areas concerned by the project, adequacy of reference projects in relation to the market, functions performed in the reference projects. Quality of the services provided in the reference projects,

- mastery of the French language;

C3) analysis of the tasks and proposal for a procedure to be followed, risk alysis [25%].

Evidence for this criterion:

- analysis of the tasks,

- proposal for a procedure and detailed planning,

- organization of the project (organization chart ...),

- risk analysis.

Elements of judgment:

- analysis of tasks: identification of the framework conditions related to the project; identification of the main and specific tasks related to the mandate put in submission,

- proposals of progress: relevance and efficiency of the proposed procedure for the progress of the mandate put in submission, relevance and adequacy of the detailed planning; identification and description of project optimization opportunities,

- organization of the project: relevance and efficiency of the bidder's organization for the progress of the bid mandate, identification ofDecision-making and information flow,

- risk analysis: identification of project-specific risks and relevance of associated measures,

- for all the evidence: synthesizedness, clarity of the documents.

Evaluation of the criteria for the award other than the price criterion: the evaluation is always indicated by means of the grades 0 to 5: Evaluation of the criteria quality of the information:

- 0 = evaluation impossible no information,

- 1 = incomplete insufficient, incomplete,

- 2 = insufficient without sufficient link with the project,

- 3 = good, normal corresponding to the requirements of the tender,

- 4 = very good exceeding the requirements of the call for tenders,

- 5 = excellent excellent quality, very important contribution to the achievement of objectives.
