1. Transp. Combined Transport Infrastructure in Bulgaria. Main Site: Ministry of Transport, Information Technology and Communications Sofia 1000, 9-11 Diakon Ignatiy Str..

The expected results from the execution of the order are:

- Analysis of the transport infrastructure for the implementation of combined transport in BULGARIA (available and necessary), - Analysis of the freight traffic on the main road and railway directions, river and sea ports and the operations carried out combined transport. Forecast for Freight Traffic with the Sections 2027 and 2034,

- Review of Legislationcombined transport and experience in implementing incentives for combined transport in other EU Member States. Summary of legislative practices and measures suitable for implementation in BULGARIA. Analysis of EU legislation in the field of combined transport - Analysis of national legislation in the field of combined transport and appliednational measures to promote combined transport. Proposals for amendments to the legislation and for the implementation of additional measures to stimulate combined transport in the Republic of Bulgaria

- Draft National Plan for the Development of Combined Transport in the Republic of Bulgaria till 2030,

- Organization of meetings with stakeholders. Survey of interested parties opinion- Strategic Environmental Assessment of the Draft National Plan for the Development of Combined Transport in the Republic of Bulgaria and, if necessary, an assessment of the compatibility of the plan with the subject and the objectives of the protection of the protected areas

The Contracting Authority does not impose requirements. minimum total turnover for the last 3 completed financial years. The specified period may beshorter depending on the date when the participant was established or started its activity.

According to item 66, par. 2 of the PDO of the Public Procurement Act - "Annual Total Turnover" is the sum of the net sales revenue within the meaning of the Accountancy Act.

For a participant - a foreign person, the turnover is calculated at the official exchange rate of the BNB for the respective currency in BGN at the date of submission of the offer In the case of participation ofa grouping which is not a legal entity, the requirement applies to the grouping together.

The requirement shall be demonstrated by the participant designated as contractor by one of the following documents: - annual financial statements or parts thereof when required by law of the country in which the participant is established, - a reference to the total annual turnover.the Participant is unable to provide the documents requested by the Assignor, it can prove its economic and financial standing by means of any other document that the Assignor deems appropriate.

The Annual Financial Statements or their component parts are not presented, that they are published on the participant`s account in the Commercial Register and the register of legal entities with a brideThe purpose of the tender is to ensure compliance with the selection criteria by filling in the EEDOP Part IV: "Selection Criteria." 1. Regarding the personal situation of the participants:

1.1.The procedure may involve a participant meeting the conditions of Art. 10, para. 1 of the Public Procurement Act and the requirements of the contracting authority; The Contracting Authority shall remove from participation a participant for whom the conditions under Art. 54, para. 1 of the Public Procurement Act, Art. 55, para. 1, item 1 of the Public Procurement Act, the conditions under Art. 107 of the Public Procurement Act, the circumstances under Art. 3, item 8 of ЗИФОДРУПДРКЛТДС as well as circumstance under Art. 5.1. Performers can take advantage of an early payment option of 10% of the value of the contract and / or the provision of a guarantee securing the advance funds provided up to the amount of these funds including VAT; Prior to signing the relevant contract, the contractor provides a performance guarantee of 5% of the contract value excluding VAT. The guarantees are presented in one of the above mentioned forms in Art. 111, para. 5 of the Public Procurement Act according to the contractor`s choice. In casethat the contractor chooses the guarantees to take the form of a bank guarantee or insurance, the form and content of the relevant document shall be agreed in advance with the contracting entity, taking into account the requirements set out in the documentation.
