The provision of support services to the Contracting Authority and the Operator, namely the Maritime Safety Directorate, by a Technical Advisor at all stages of the preparation and implementation of the project• Main Site: All the deliverables will be delivered / offered at the headquarters of the CEO's Task Force .A / Unit B 'of the Ministry of Shipping and Island Policy, as specified in the Declaration.it is the provision of support services to YNAPI in order to carry out all actions for the identification of the existing system, support for the proclamation, implementation, completion and receipt of the Project. In addition, a draft technical specification will be drawn up in order to submit an ATT for the VTMIS project, accompanied by a Study Schemetions. The phases during which the Technical Consultant will provide support services are three: Phase 1: Compilation of a feasibility study for the extension, upgrading and modernization of the VTMIS National System and draft technical specifications for the submission of a Technical Bulletin to the ESA for the VTMIS project
Phase 2: Work during the tender phase, -which will provide support to the Contracting Authority for the evaluation of the technical characteristics and contribution to the detailed analysis of any technical issues raised by the Tender and Evaluation Committee of the VTMIS Project Invitations
Phase 3: Post-signing works (during implementation and receipt of the project), in chthe Contractor will support the Contracting Authority in the implementation and testing of the VTMIS project and its receipt.
Economic operators involved in the process of concluding this contract are required to engage in commercial, industrial or craft-related activity of the project. Suppliers who are established in a stateMember States of the European Union are required to be registered in one of the professional or trade registers kept in their State of establishment or to satisfy any other requirement set out in Annex XI of Appendix A to Law 4412/2016. In the case of economic operators established in a Member State of the European Economic Area (EEA) or in acceding third countriesin the GPA, or in third countries not covered by the previous case and having concluded bilateral or multilateral agreements with the Union on public procurement procedures, are required to be entered in appropriate business or commercial registers.
Concerning economic and financial capacity for this contract award procedure, economic operators are required(in all the activities of the economic operator) annual turnover in the last three years equal to 50% of the budget of the contracted project, ie 300.000 €, as follows:
