Switches
The fast and accurate three-phase, 24 kV, 100 kA three-phase switching system consists of a high-speed, precise and precise high-velocity switchgear able to close very high currents (up to 300 kAmax) at 24 kV. To meet these conditions, the short circuit breaker is a precondition(local and remote control cabinets, compressed air circuits and reservoirs, electrical circuits and optical fibers). The closing time of the short-circuit must be max. 10 ms, and the closure accuracy (splice at closure) is 0.1 ms. The opening operation is empty and the electrical endurance is min. 10, 000 cyclesfree maintenance. After 10, 000 cycles, the wear parts (main contacts, moving parts, consumables in normal wear) will be replaced according to the manufacturer's proposed variant. The fast and accurate three-phase switching system is part of the National Intelligence Facility: Short Circuit Current Production and Measurement System (SPMCS).
Switching Switching-fast and precise phase in the existing scheme of Large Power Laboratory will be conducted by the supplier.
The amount of participation guarantee: 29 000.00 RON, representing 1% of the estimated value of the contract excluding VAT. The period of validity shall be 120 days from the deadline for the submission of tenders. The guarantee of participation will be established according to art. 36 of H.G. no. 395/2016: through vBanking in account no. RO02 BRDE 170S V297 9182 1700, opened at BRD GSG Branch Craiova, subject to confirmation by the issuing bank no later than the date and time limit for the submission of tenders or by a guarantee instrument issued in accordance with the law by a bank or an insurance company. The guarantee instrument must provide for the payment of the guaranteethe participation will be executed unconditionally, respectively at the first request of the beneficiary, on the basis of his / her statement regarding the guilty of the guarantor and shall be submitted to the contracting authority in SEAP no later than the closing date and time of submission of the offers. GP must be irrevocable. In the case of the guarantee of participation in another currency, the scholarship will be consideredimb displayed by the National Bank of Romania valid on the date of publication of the announcement of participation.
The participation guarantee will be submitted in the SEAP with the extended electronic signature according to art. 60 par. (4) of GD no. 395/2016 in the Qualification Documents section in order to be visible to the Evaluation Committee at the time of opening the tenders. According to art. 39 par. (3) and paragraph (4) of the GD. no. 395/2016 requires cthe establishment of a good execution guarantee within 5 working days from the date of signing the public procurement contract. The amount of the good execution guarantee will be 5% of the contract price, excluding VAT (ie lei). The guarantee of good execution is constituted by a bank transfer in the account RO02 BRDE 170S V297 9182 1700, opened at BRD GSG Branch Craiova, or through a tool gaor the insurance company, which becomes an annex to the contract.
In the case of execution of the performance guarantee, partially or totally, the contractor has the obligation, within 5 days from the execution, to reinforce the warranty in question in relation to the remainder to be executed. In the event that the Contractor does not fulfill this obligation, -the purchaser has the right to submit a notice of termination, without completing another formalities, 5 days before the termination date.
- The Purchaser undertakes to return the performance guarantee within 14 days from the date of the minutes of the Final Reception of the products covered by the contract and / or the payment of the final invoice, if it has not been raised to this end d(if any) and the subcontractors (if applicable), the Contractor shall be obliged to extend the guarantee of good execution accordingly. to find themselves in the situations provided in art. 164, 165, 167 of Law no. 98 / 2016.
Given the Notificationno. 256 / 8.12.2016, all bidders are requested that, with the submission of the DUAE and the tender by the closing date for the submission of tenders, they will present the commitment of the third party (together with supporting documents submitted by the third party / third party supporters which results in the actual way in which its / their support will materialize). The supporting documents that prothe bearers of the support commitment will only be requested from tenderers declared as winners at the request of the contracting authority. Pt. subcontractors according to ANAP Notification no. 256/2016 will require all tenderers to submit the subcontracting agreement with the offer and DUAE by the closing date for submission of tenders. The supporting documents that prove to be fulfilledthe ones assumed by completing the DUAE are to be presented, at the request of the contracting authority, only by the tenderer ranked in the first rank in the interim ranking of the tender evaluation.
The way to prove the fulfillment of the personal situation requirements: DUAE will be completed by the bidders, subcontractors, third parties, as the case may be, -with information related to their situation. The declaration according to art. 60 of Law 98/2016 (from the Forms section) will be completed and presented by all participants to the procedure with the DUAE. The supporting documents proving the fulfillment of the assumed by completing the DUAE shall be submitted, at the request of the contracting authority, only by the bidder ranked first in the class(1) Finding certificates regarding the lack of overdue debts regarding the payment of taxes, duties or contributions to the consolidated general budget (local budget and state budget) at the moment of presentation; 2) The criminal record of the economic operator and his / her manager; 3) as the case may be, documentswhich demonstrates that the economic operator may benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of the Public Procurement Law 98/2016.
Foreign legal / natural persons wishing to participate in the procedure shall present any editorial documents issued by the competent authorities of the country in which they are resident, oversee the fulfillment of the outstanding obligations regarding the payment of taxes and social security at the time of their presentation. The information contained in the certifying statement (tax certificates) must be valid at the time of their presentation. 63 of Law 98/2016, the decision-makers of the contracting authority and according to art. 3 lit. ll) din Law no. 98/2016, the decision-makers are: the head of the contracting authority, the members of the decision-making bodies of the contracting authority related to the awarding procedure, as well as any other persons within the contracting authority that may influence the content of the procurement documents and / or the conduct of the procedure award:

The supporting documents proving the fulfillment of the ones assumed by the completion of the DUAE, respectively the certifying certificate issued by the ONRC, or in the case of foreign tenderers, equivalent documents issued in the country of residence, shall be submitted at the request of the contracting authority only by the tenderer ranked I in the intermediate rankings-at the end of the bid evaluation. • The requirements apply also to subcontractors and / or third-party supporters who fill in the information related to their situation at the level of a distinct DUAE.
