Main Site: The subject of the procedure concerns the gradual implementation of activities on the territory of theThe subject of the present order is the delivery, installation and commissioning of video equipment, maintenance of the built-in CCTV system

It is envisaged the phased construction and maintenance of a video surveillance system, including video cameras, located at key points (entry-exit points ) in the town of Pazardjik, and the Center for Monitoring and Control (CNC).

Execution of the contract оthe following activities are being carried out: - phased construction, implementation and maintenance of the CCTV system, - delivery, installation and commissioning of video equipment for the construction of a video surveillance system in the town of Pazardjik, - maintenance of the built system.

This public includes the following activities:

1.1.1. Delivery and installation of:

- 17 pcs. camcorders with install(IP 2.0 MP cameras with 12-50 mm automotive varifocal lens for operating and registering of vehicle numbers),

- 11 pcs. panorama camcorders with installed software (IP 3.6 MP camcorder with 2.8- 12 mm varifocal lens for panoramic view)

1.1.2. Supply and installation of control and monitoring equipment in the Center for monitoring and control:

- 2 pcs. workobservation stations,

- 2 pcs. monitors for monitoring

1.1.3. Delivery and installation of:

- 10 pcs. network switches for connecting camcorders,

- 1 pcs. network switches for connecting the equipment to the CNC,

- 10 pcs. dashboards for installation of the necessary communication equipment in each of the camcorder locations,

- 1 pcs. a cabinet for installing the necessary communication equipmentEquipments in the CNC

1.1.4. Delivery and installation of:

- 10 pcs. uninterruptible power supply in camera locations,

- 1 pc. uninterruptible power supply in the CPC

1.1.5. Virtual Private Network (VPN) building service, providing communication connectivity for video and data transmission, with a high level of reliability and security. Public procurement includes provision of services-on the construction, commissioning and maintenance of the system including cameras located at key locations in the city of Pazardjik and the Center for Monitoring and Control (CNC) - The subject of the procurement should be implemented in compliance with the Guidelines for the determination of the places for construction of video surveillance systems and of minimum functional and technical requirements to the systems established by Order No.81213-391 / 21.4.2016 of the Minister of the Interior of the Republic of Bulgaria.

The scope of the public procurement is described in detail in the technical specification of the documentation for participation - The subject of the procedure concerns the gradual implementation of activities on the territory of the town of Pazardzhik. The CCTV system covers 10 points of entry and exit points in the city of Pazardjik, detailed in-their GPS coordinates in the technical specification are positioned as follows:

1. Pazardzhik, main road 1-8 entrance / exit Plovdiv; town of Pazardzhik, entrance / exit of the prison "Checkpoint", G. Benkovski Blvd .; town of Pazardzhik, entrance / exit for the village of Zvvanichevo; Pazardzhik, entrance / exit for the village of Glavnitsa, "Tsaritsa Yoana" str. and road P-37;

5 Pazardzhik, entrance / exit for the village of Ognyanovo;

6 Pazardjik, entrance / exit p. Ivaylo, Stoyan Angelov str., 7th Pazardzhik, entrance / exit to Boshulya village, Stoyan Angelov str., And Hristo Smirnenski Str., 8th Pazardzhik, entrance / exit Dobrinitza, St. Karadzha Street and Hristo Smirnenski Str., Pazardjik, entrance / exit to the village of Sinitevo, 10th Pazardjik, entrance / exit at the State Security Agency

The signal from all cameras should be handed over to the Center for Monitoring and Control (CCC), which will be olocated in the Pazardzhik Police Station at 2 Saedinenie Square after the present public procurement.

The Assignor will provide AC 220 V power supply to all the points described in Table 1 to the Technical Specification as well as to the CNC. the period of performance of the contract and, if need be, the adjudicator will provide the contractor with assistance in

Not required!the contract for performance of the contract is 5% of the value of the contract for the respective lot. The performance guarantee is provided in one of the following forms: a) a cash amount; b) a bank guarantee. In case a bank guarantee is presented, it must be explicitly recorded in it that it is unconditional and irrevocable, that it is in favor of the assignor and that it is valid-for at least the term of the contract, increased by 150 calendar days.

(c) insurance covering the performance by covering the contractor's liability. The insurance can not be used to secure the contractor's liability under another contract. The text of the insurance shall be agreed with the assignor. The insurance should be valid for a minimum of 150 calendar daysdays after the end of the contract • The participant designated as a contractor shall choose the form of the performance guarantee itself • The participant designated as the contractor shall provide the performance guarantee for the contract upon its conclusion. "A" or b. "B" may be provided on behalf of the contractor for the account of a third guarantor - upon submission of a performance guarantee• If the selected contractor is a joint venture that is not a legal entity, each of the partners in it may be the ordering party for the bank guarantee, respectively the importer of the amount under the guarantee or an insurance policy holder.

4. a legal entity if the participant designated as a contractor is a grouping of natural and / or legal persons.5 From participation in the public procurement procedurea participant, as well as a participant - an association of natural and / or legal entities, shall be removed if a participant or a member of the grouping has any of the grounds for removal under Art. 54, para. 1 and Art. 55, para. 1, item 1, items 4 and 5 of the Public Procurement Act, which occurred before or during the procedure. The grounds for removal shall be applied until the expiration of the terms under Art. 57, para. 3 of the Public Procurement Act.Apart from the grounds under Art. 54, para. 1 and Art. 55, para. 1, item 1, item 4 and item 5 of the Public Procurement Act shall be removed from participation in the procurement procedure:

6.1. a participant who does not meet the selection criteria set or does not fulfill another condition specified in the contract notice or in the documentation; a tenderer who has submitted a tender which does not correspond to: a) preliminary(b) rules and requirements relating to environmental protection, social and labor law, applicable collective agreements and / or provisions of international environmental, social and labor law listed in Annex 10 to the PPA

6.3. a participant who has not submitted the justification under Art. 72, para. 1 of the Public Procurement Act or whose offer has not been accepted according to Art.-72, para. 3-5 of the PPL;
