Supply of submarine umbilical cable and components, including tools, associated equipmente and related services in order to benefit from the provision and management, design, engineering, procurement, manufacture, production, assembly, testing, preservation and storage. adequate to ensure stability on the seabed,

Requirement no. 1: failure to comply with the situations provided in art. 177 of Law 99 / 2016.
Requirement no. 2: failure to comply with the situations provided in art. 178 and 180 of Law 99 / 2016.
Requirement no. 3: failure to comply with the situations provided in art. 73 of Law 99 / 2016.
For the purposes of the provisions of art. 76 paragraph (1) of Law 99/2016, EC specifies that the persons with decision function within the contracting entity involved inthe awarding criteria are:
- Christina Verchere, chief executive officer, chairman of the board,
- Alina Gabriela Popa, financial director and board member,
- Radu Sorin Caprau, board member responsible for Downstream Oil activity,
- Peter Rudolf Zeilinger, member of the board responsible for Upstream activity, - Franck Albert Neel, member ofthe director responsible for the activity of Downstream Gas,
- Herbert Hackl, director of the Financial Control Department,
- Aurelian Costache, manager of the Quality Assurance and Demand for Services and Materials (beneficiary department) department,
- Adriana Voicu, director of the Petrom Procurement and Governance Department (procurement unit responsible for conducting the procurement procedurepublic failures)
Failure to comply with the situations provided for in requirements 1, 2 and 3 will be requested both to the single candidate and in the case of an association of each member of the association, the subcontractor and the supporting third party by filling in the DUAE of section III): "Reasons for exclusion ", ch. A:" Reasons for criminal convictions ", ch. B: "Reasons related to the payment of taxes or contributions tosocial insurances "and ch. Fulfillment mode: the DUAE will be presented by the economic operators participating in the award procedure, according to art. 202 para. (1) of Law 99/2016, completing the sections related to the requirements requested above.
The supporting documents proving the fulfillment of thosemate by completing the DUAE will be presented at the request of the contracting entity, only by the selected candidates by applying the qualification and selection criteria, after the completion of the evaluation of the participation requests. The supporting documents will be sent in original, certified copy or certified copy in legible copy with the mention "in accordance with the original".
Fair documentsfiles may be:
1) certificates confirming the lack of outstanding debts regarding the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.) valid at the time of their presentation;
2) the criminal record of the operator and of the members of the administrative, management or supervisory body of the respective economic operatorc or of those who have the power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / the constitutive document, valid at the date of their presentation;
3) as the case may be, documents proving the fact that the economic operator can benefit from the derogations provided in art. 179 para. (2), art. 180 paragraph (2), art. 184 of Law 99/2016 looknd sectoral acquisitions;
4) other edifying documents, as the case may be.
Requirement 1: natural / legal persons, Romanian / foreign: the economic operators who submit requests for participation must prove a form of registration under the law of the country of residence from which to show that the economic operator is legally constituted, that it is not in any of the situations of cancellation of the constitutionas well as the fact that it has professional capacity to carry out the activities that are the subject of the contract.

Specify the figure toaverage annual turnover. The average annual turnover for the last 3 (three) financial years (2016, 2017, 2018) shall be a minimum of $ 4, 000, 000.00, excluding VAT. /subcontr./tert supporter, as applicable). Proc. Competitive negotiation takes place in 2 stages:
(a) the stage of submitting applications for participation and selecting candidates, by applying the qualification and selection criteria,
(b) the stage of submitting the initial offers by the candidates selected during the first stage and of evaluating their compliance with the minimum requirements established by the contracting entity and the negotiations in order to improve the initial offers, the submission of the final offers and the their evaluation, by applying the award criterion and aevaluation factors.
The contracting entity will carry out the selection of the candidates in order to participate in stage 2 by applying the selection criterion: "The number of umbilical umbilical cables" (Nco) having a maximum value of 100 points / a weight of 100% of the total score. Selection criteria
Selection is based on the activities included in the similar experience, with respfull definition of the definition established for the relevant relevant experience. Thus, the minimum requirement for similar experience represents the basic level. In this respect, the candidate (individual economic operator or association of economic operators) must have proven experience in delivering at least one submarine umbilical cable with cross section containing multiple tubes of 0, 5 "or higher, high voltage and fiber optic cables including related services, with those subject to the present procedure, in the last 10 years until the deadline for submitting applications (applications).
The score corresponding to the selection criterion is will grant as follows:
(a) the candidate with the largest number of umbrella cables shall be awarded 100 pointste,
(b) for the other candidates, the scores related to the selection criterion will be calculated using the following formula:
P (n) = [Nco (n) / Nco] x 100, where:
P (n): the score obtained by to the candidate under selection.
Nco (n): the number of umbilical cables of the candidate under selection.
Nco: the largest number of umbilical cables presented by a candidate under selection.
Scorethe maximum number = 100 points will be the candidate`s score which will prove the delivery of the most underwater umbilical cables. after obtaining the same score by 2 or more candidates, the division is vto take into account the latest delivery date of an umbilical cord. The candidate with the most recent delivery date of an umbilical cord will be ranked first, and the others will be ranked in descending order, until all the candidates will be ranked and a minimum of 3 (three) maximum 4 (four) can be selected. among the first ranked candidates.
The number of economic operators that hatesthe minimum to be selected is at least 3 (three), maximum 4 (four) candidates, the first ranked after applying the selection criterion.
