Maintenance and repair of artistic lighting, traffic lights and lighting of pedestrian paths in the municipality of Pazardzhik

The subject of the procedure concerns the implementation of activities on the territory of the municipality of Pazardzhik and includes maintenance and repair of the artistic lighting, arrangements and illumination of the hiking trails in Pazardzhik municipalityMain site: Implementation of activities on the territory of the municipality of Pazardzhik, incl. Pazardjik and Bratanitsa, Velichkovo, Zvanichevo, Lyahovo, Pishtigovo, Topoli Dol, Chernogorovo, Ovchepoltsi, Patalenitza and Tsrancha.

The subject of the procedure concerns the implementation of activities on the territory of the Municipality of Pazardzhik and includes maintenance and repair of the artistic lighting, the traffic lights and the lights of the pthe Pazardzhik Municipality.

On the territory of the town of Pazardzhik and the village of Zvvanichev, 21 traffic and 18 pedestrian traffic are subject to maintenance and repair. Maintenance and repair activities include day-to-day morning surveys, traffic hours, the status of the following traffic lights and walkway lighting:

- steel pillars with height of 4 m and 7 m,

- traffic lights f200 and f300 and pedestrian with halogen lamps and LEDs,

- countdown counters,

- controllers, mounted in metal cabinets,

- Supplementary cabling The power supply of the traffic lights is filled with conductors, type CABT and CBT, with the necessary section, laid underground in sidewalks and green-areas and towed in pillars and pipes,

- grounding devices on poles and boards,

- additional lighting elements of traffic lights in Pazardzhik with LED strips, - lighting of pedestrian walkways, spotlights, columns, switchboards, adjacent cables.

The maintenance and repair of the artistic lighting in the present public procurement covers the territory of the town of Pazardjik and isLuthevo, Pichtigovo, Topoli Dol, Chernogorovo, Ovchepoltzi, Tsrancha and Patalenitsa from the municipality of Pazardzhik.

The art lighting is installed as follows:

- bridges, sculptures, monuments, fountains and crowns of wooden vegetation streets in the town of Pazardzhik,

- public buildings, churches and community centers in the town of Pazardzhik and the villages: Bratanitsa, Velichkovo, Zvanichevo, Lyahovo, PiThe main activities in the execution of the order are: daily monitoring of the state of the artistic lighting during its work, prevention and repair of the elements of the artistic lighting switchboards for power supply and control, lighting fixtures and adjacent wiring. Objects with mounted artistic lighting, the details and location are described in detail in Table 1 of the Technical Specification.

The present procurement also provides for the complete replacement of traffic lights, countdown counters and traffic light controllers at the junction of Georgi Benkovski Street and Han Krum St. ", Pazardzhik. Replacement will be at the discretion of the assignor, within the term of the contract, andwill be awarded to the contractor by a letter of invitation. The components to be replaced are detailed in the Technical Specification, with the prices of the individual elements and materials specified in Template No 8. During the procurement, the contractor only mentions the price for the performance of the component replacement activities. Crossroads and streets fitted with traffic lights and traffic lightstheir elements are described in detail in the technical specification, in particular in the scope of the activity Table 2, and the mounted lighting of the pedestrian walkways - in Table 3.

Periodically, at the discretion of the contracting authority, according to the provisions of Art. 261 of Ordinance No. 16-116 of 8.2.2008 on the technical exploitation of the power supply will be carried out inspections and measurement of resistanceof the earthing devices of electrical switchboards and poles. The measurements will be carried out within the contract period and will be awarded to the contractor with letters of reference.

The scope of the public procurement is detailed in the technical specification of the tender documentation. The participant must hold a certificate of entry in the Central Professional Register of the builder forconstruction of the energy infrastructure for construction under Article 137, paragraph 1, item 5 of the TDA or a higher category or an equivalent document, prepared according to the national law of the participant, issued by a competent authority of the state in which it is established.

To prove this circumstance, indicate the relevant public register that contains this information or provide a copy ofthe certificate of registration in the CPRS or an equivalent document issued by the state in which the participant is established proving the equivalent right

To prove compliance with the requirements of paragraph 2.1.3.1. the participant completes Section A "Fitness" in Part IV of the EEDOP.

Note:

The participant will be removed from participation in the award procedure for this procurement if he does not respond to anyis the above requirement.

The participant should have a valid insurance policy for the professional liability of the builder under Art. 171, para. 1 of the TDA (or equivalent insurance or guarantee for a non-resident participant in accordance with Article 171a, paragraph 1 of the TDA), with a total limit of the liability covering the volume of the order - Note: This fact is provided copyfrom a valid insurance policy for professional liability of the builder or equivalent

The participant will be removed from participation in the procurement procedure if this does not meet any of the above requirements. For the implementation of the present service, the participant shall have at least the following own or rented technical equipment and facilities: - 2 special vehicles with a minimum height of 9 m, own or-leased,

- 2 portable ladders with working height of up to 6 meters,

4 vehicles (own or rented) to provide timely recall and response time in the shortest possible time

Note:

In case a participant subcontractors, he must provide evidence of the obligations assumed by the subcontractors. Subcontractors must meet the selection criteria for youand the share of the order they will perform, as well as the absence of the grounds for removal from the procedure. If there are grounds for removal from the procedure or if they do not meet the relevant selection criteria, the assignor requires replacement. If the participant participates as an association / consortium that is not a legal entity, the requirements will apply to a groupingo / the consortium / consortium as a whole, and not separately for each participant in the consortium, ie. the individual participants in the grouping may not meet all the stated requirements, but in general their ability to comply with these requirements, subject to the provisions of the PPL. The participant shall have accreditation under BDS EN / ISO / IEC 17020: 2012 for the control of earthing devices for the purpose of safety inspectionof the electrical panels or equivalent according to the country of establishment of the participant

In order to perform this service, the participant has a certified control body (own or hired) to carry out periodic measurement of the resistance of the earth switchgears in accordance with the provisions of art. . 261 of Ordinance No 16-116 of 8.2.2008 on technical operationNote:

If a participant uses subcontractors, he must provide evidence of the subcontracting duties. Subcontractors must meet the selection criteria according to the type and the share of the order they will perform and for them to not have the reasons for removal from the procedure. If there are any grounds for doing so• If the participant participates as an association / association / consortium that is not a legal entity, the requirements will apply to the group / consortium / consortium as a whole and not to the separately for each participant in the grouping, ie. the individual members of the grouping may not meet allbut in general their ability to comply with these requirements, subject to the provisions of the PPA ..
