Parking, maneuvering and guarding of railroad equipment

SNCF Mobilites (Transilien and TER) is looking for a maximum of 2 railway sites connected to the national rail network, in the region of New Aquitaine in a radius of about 200 km from Saintes (Charente-Maritime) with or allowing the construction of line linear (s) used to park trains in units of 125, 145, 169, 212, or 250 m.

SNCF Mobilites (Transilien and TER) is looking for one to 2 railway stations maximum branch (s) to the national grid and electrifies (s), in the region of New Aquitaine within a radius of about 200 km from Saintes (Charente-Maritime), with or allowing the construction of railway line linear (s) to parks reams in units of 125, 145, 169, 212, or 250 m.

Welcome capacity for the realization of the gradual delivery between 2020 and 2027 estimated to more than 4 175 ml in 2025 in peak activity for a global cumulative of nearly 20 000 ml over the total duration of the market

Quantities are given as an indication.

Technical part for the realization of the service:

- the tracks and heads of beamsshall allow for the delivery of trains the circulation at 3 Km / h of engine equipment whose axle mass is 22 t,

- minimum bend radius of track: 150 m,

- compatibility of infrastructure for a gauge of the cars 2 levels (whose height above the rail = 4, 320 m, width = 2, 846 m),

- junction welcoming convoys of 125 m, 145 m, 169 m, 212 or 250 m,

- minimum length250 m parking lanes from the free garage,

- minimum capacity of the infrastructure immediately available at the beginning of delivery of 1500 linear meters.

The entirety of the services is to be realized according to the specifications (CDC) seal.

Safety shutter:

- perimeter cloture or closing and dissuasive with access control (badge, guarding, videosurveillance),

- presence humaiit has to be defined, with the possibility of a searchable pointing device, and possibility of 24/24, 365 days / year video surveillance.

Other services:

- maneuvering of the oars on their return on site (s) and in the process of parking to ensure their running capacity (quarter wheel per quarter),

- possible work of compliance of the site (s): work for construction ofadditional railway line, consolidation work, site securing or other.

Authorization to practice professional activity, including requirements for registration in the trade or profession register

List and brief description of conditions:

- justify the legal existence of the company, with the registration number in the Trade and Companies Register (or equivalent ),

- the printer DC1 title duly complete,

- the printer DC2 title duly complete.

When candidates want to assert the capabilities of other economic operators, they must justify the capabilities of these operators and the fact they will use it for the execution of the contract.

- where applicable, a description of the consistency of the financial relationship between the subsidiary and the parent company, the relationship of membership of such group, - theIf appropriate, an appropriate declaration of banks or proof of insurance for occupational risks.

SNCF Mobilites issues this advice in its name and on its behalf.

This consultation is carried out within the framework of the negotiated procedure with in competition, subject of decree n 2016-360 of 25.3.2016 relating to public markets. In the context of this procedure, the negotiationIt is not systematic. This is an eventuality that can be implemented by the buyer depending on the level of the offers submitted.

The buying entity develops online consultations, electronically. The e-mail contact details of the representative authorized to bid on the present consultation must be mentioned in the application file.

Any application sent electronicallymust be sent to the EASI platform (see section I of the opinion) by a representative of the duly authorized candidate. No e-mail is allowed. The candidate must be able to justify the powers of his representative on request of the place of purchase.

Any electronic application which does not respect the formalism mentioned or sent to another address is rejected without being analyzed..

For any technical difficulty, the candidate can get closer to the support platform providers (accessible from the address given in section I). For all other questions, the candidate must contact the buyer whose contact details are listed in point I.1) of this notice.

After examination of the documents, the purchasing entity evaluates the candidate`s capacity and selects the candidates.Candidates able to submit an offer.
