- € žConstruction of an effective energy system of the city of Tarn-w. Stage 1 Construction of a steam power unit in the system. Design and build it.

The subject of the orders is design, construction, commissioning and commissioning of a steam power unit with automatic control of electric power of at least 8.3 MWe and power ceffective min. 22.8 MWt fired with hard coal in Miejskie Przedsiębiorstwo Energetyki Cieplnej S.A. in Tarn-w, at ul. Spokojnej 67 (hereinafter referred to as the Block) within the framework of the task titled: "Construction of an effective energy system of the city of Tarn-w with the use of renewable energy and combined heat and power generation" divided into stages Stage 1 Construction of a steam block-power plant with exhaust gas cleaning system, engine room building, exchangers and a steam reduction station as well as an electrical part within the EC Piaskowka in the system design and build.
Main Site: ul. Spokojna 67, 33-100 Tarnow. The subject of the Order is the dismantling of the existing WR25 boiler along with the dedusting system, delivery and assembly of the Power Block with an electrical power min. 8.3 MWe and c powereffective min. 22.8 MWt fired with hard coal in Miejskie Przedsiębiorstwo Energetyki Cieplnej S.A. in Tarn-w. In particular: - Execution and delivery of complete documentation. - Obtaining appropriate permits, arrangements and opinions required by law. Execution of a replacement construction project and obtaining a valid decision in case of significant changes.
Disassembly of the existing boiler WR 25 with a dedusting system along with the removal of disassembled materials and their management. Supply and installation of: - OR-40 grate steam boiler, for which the reference fuel is hard coal, with the following systems: air supply, flue gas ducts, flue gas cleaning installation, water and steam systems and other,
Complete turbine set and generator, including auxiliary installations anda system of regenerative exchangers and an unregulated heating outlet and other, - A heating system with two heat exchangers,
A reduction and cooling station for steam,
A system for collecting, transporting, storing and forwarding ash and slag,
A system for receiving, transporting, storing and forwarding hydrated lime,
Ammonia water collection, transport, storage and forwarding system24%,

The formula adopted for the Contract is delivery and assembly by the Contractor a complete, capable of working with high efficiency and availability of the Block, which means that the scope of Contractor's Supplies and Services must include: environmental decisionconditions no WOŚ.6220.34.2016.KW of 14.3.2017, by the decision on establishing the location of the public-purpose investment No. 47 / C / 2017 of 23/05/2017, construction project no. 27 / MPT / 2017 with a permit for construction no. 90/2018 of 13.2.2018, Functional and Utility Program,
All other elements necessary to achieve the requirements set forth in SIWZ, even if such elements of supplies, works and servicesg were not explicitly listed in the above-mentioned provisions document, and they are necessary to ensure proper functioning, adequate efficiency, stable operation and fulfillment of any guarantees provided by the Contractor. • Any deficiencies in the provisions of the Functional and Functional Program do not signify an outage ... part of the investment. Conducting by the Contractor warranty service, i.e. performedno periodic inspection activities in accordance with the Equipment Manual for a period of 36 months from the date of final acceptance of works, including the delivery of spare parts during the warranty period. Esp. description of the order, point 3 of the ToR.
The Ordering Party does not specify specific requirements in this regard.
The Ordering Party requires that the Contractor:
1. He had funds or creditworthiness in the amount of PLN 40, 000, 000.00.
2. It had average annual revenue for the last three financial years, and if the period of conducting business is shorter, for this period in the amount of min. PLN 65, 000, 000.00.
In this proceeding for the award of a public contract, the Employer will apply the so-called "Reverse procedure", referred to in Article 24aa of the Public Procurement Law, the Employer will first evaluate the tenders submitted forE-mates of the rejection of the offer (Article 89 paragraph 1 of the Public Procurement Law) and the criteria for the evaluation of offers specified in the ToR, and then will examine whether the Contractor whose tender was rated as the most advantageous is not subject to exclusion and meets the conditions for participation in the proceedings. Employer, therefore, only in relation to the Contractor, whose offer was rated as the most advantageous (placed on the highestj ranking position) makes this assessment of compliance with the conditions of participation in the procedure and no grounds for exclusion, i.e. it examines the initial statement, submitted by this Contractor with the offer, and then requests him to submit pursuant to Art. 26 par. 1 of the Public Procurement Act, documents confirming compliance with the conditions for participation in the proceedings. - The Contractor is obliged toCompletion of the subject matter of the order by 20 December 2019 with the deadlines specified for the given stages:
1) until 30/04/2019 - construction of the engine room building with the foundations of the turbine set with equipment: water tank, thermal degasser, MV and LV switchgear transformers, heat exchangers,
2) to 28/02/2019 prefabrication of the OR40 boiler - pressure part,
3) to 28/02/2019 prefabrication of the desulfurization and dedusting installation,
4) to 30.9.2019, assembly of the turbine set (turbine with generator),
5) to 30/09/2019, installation of the OR boiler,
6) to 05.12. 2019, commissioning,
7) until 15/12/2019, guaranteed value measurements
8) until 20/12/2019 final acceptance
Material schedule, work schedule and delivery schedule prepared bywill be by the Contractor on the terms set out in the model contract constituting Annex 4 to the ToR. The schedule of material schedule is attached as Appendix No. 12 to the ToR. - Criteria for offer evaluation:

Total points for each offer will be calculated by the Employer following patterns:

The ordering party provides a visionlocal, in which participation is not mandatory, but only recommended. The ordering party, with a view to the correct valuation of the submitted offer, recommends that the Contractors make a vision of the local construction site and its surroundings in the presence of a representative of the Employer. The deadline for carrying out the local vision is set by the Awarding Entity as at 12/04/2018 at 12.00. The place of meeting is set by the Ordering Party in Tarnowe at ul. Spokojnej 65 (parking lot MPEC S.A.). The orderer does not cover the costs of making the vision.
