procured mainly consists of activities such as "design solutions" ( "Solutions Provider"), defined as all the necessary services from the identification of a technical problem until the issuance of the solutionthallium applicable to solving the technical problem and updating the project documentation for the Systems, Structures, Equipment and Components (generically named SSEC) from the nuclear side of the boiler, as well as from the classic and the common services part

Main Site: CNE Cernavoda. The services that are the subject of the acquisition will include:

- Comparative Analysis (cost / benefit), a solutiontechnical design,

- Elaboration of the conceptual and detailed solution for the technical problems identified,

- Independent verification of technical solutions for conceptual design and detail,

Technical assistance for the implementation of technical design solutions, and will include the following disciplines:

(i) Architecture and Construction; (ii) Mechanics and Pipes; (iii) Electric, InstrumentationControls and Data Acquisition (SCADA); (iv) Process Technology; (v) Voltage Analysis; (vi) Thermohydraulic Analyzes; vii) Analysis of Seismic Qualification of structures / supports (as the case may be, if a project has seismic qualification requirements). 1:

Operators econwhistleblowers individually or in association, subcontractors or third parties must not be in any of the situations referred to in art. 72 and 73 of Law no. 99 / 2016.

How to meet Requirement 1:

All economic operatorsbut the participants in the procedure (bidders, associate bidders, third parties, supporters, declared subcontractors) will fill in and file with the DUAE the declaration on their own responsibility regarding the non-compliance with the provisions of art. 72 and 73 of Law 99/2016 (Form III.1.1.a). 2:

Economic operators submitting the tender individually or in association, subcontractors or third partiesmust not be found in the situations provided for in art. 177, 178 and 180 of Law 99/2016

How to fulfill Requirement 2:

- All the economic operators participating in the procedure (bidders, associate bidders, third parties, supporters, declared subcontractors) will fill in the Single European Procurement Document (DUAE) Part II and III with information related to their situation,

- I askin order to confirm the requirement, tenderers ranked in the first 10 places after applying the award criterion to the admissible tenders, will be required before the award of the contract, the submission of updated supporting documents demonstrating the fulfillment of the qualification requirements according to the information contained in the DUAE, as follows:

- Pe(a) Statutory certificates on the absence of debts in respect of the payment of taxes, duties or contributions to the general consolidated budget (local budget, state budget, etc.) at the moment of presentation; (b) Judiciary record the economic operator and the members of the management, management or supervisory body of that economic operatorc or those having the power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / constitutive act;

(c) Where appropriate, documents demonstrating that the economic operator can benefit by the derogations provided in art. 179 par. (2), art. 180 par. (2), art. 184 of Law 99/2016 [...] details on www.e-licitatie.ro

SustinIf the tenderer demonstrates his economic and financial capacity by invoking the support given by one or more third parties, then the tenderer has the obligation to prove to the contracting entity that he has taken all the necessary measures to have at any time access to the necessary resources, presenting a commitment on the part of the third party / third parties. Once cu the tenderer has the obligation to submit documents sent to him / her by the third party / third party supporters, from which the effective way by which the third party / third supporter (s) will ensure the fulfillment of his / her own commitment of support, documents that will constitute annexes to that engagement.

Tenderers must have an average level of turnover per year(1) In the event that after the access to the SEAP of the financial proposals, the contracting entity finds that two or more offers have obtained the same score, being ranked at least 3 years (2015, 2016, 2017) of at least 6 000 000 RON. in the first place, the tie will be made according to the lowest bid price. If the offered prices are equal, the contracting entity will ask for an offeror in the case, through SEAP, a new price offer and they will electronically upload the documents related to the financial proposal that will contain a new price offer; 2) If the first ranked bid is submitted by an association of at the request of the contracting authority, the tenderer will send the association agreement from which the contractexecuted by each associated economic operator - Form III.1.8;

2.1) The requirements regarding the economic and financial capacity and the technical and / or professional capacity will be considered fulfilled by taking into account the resources of all the members of the group

2.2) In case the entity contracting party requires within the criteria of the capacity to exercise the activityprofessional presentation of permits / certifications specific requirement is considered fulfilled if the economic operators participating in the joint tender procedure if they demonstrate that they have those resources authorized and / or as a member of the association has authorization / certification requested, if necessary, provided that that member executes the part ofcontract for which the respective authorization / certification is requested. If there are subcontractors, they will be in possession of the respective authorizations / certifications for the part of the contract that has been accomplished; 3) At the request of the contracting entity, the tenderer will submit the supporting certificates / documents on the basis of which the DUAE was drawn up for itself and for the subcontractsanti-aliens and third claimants within the deadline mentioned in the request; 4) Any requests for clarification by the economic operators shall be submitted in accordance with the notification of ANAP no. 247 / 6.9.2014 available at: http://anap.gov.ro/web/wp-content/uploads/2016/09/Notification-qualification-clarifications-printermediate-SEAP.pdf, subject to the deadline requested by account entity(15 calendar days); 5) The Single European Procurement Document will be available for completion by interested economic operators at: https://ec.europa.eu/growth/tools-databases/espd/filter;
