Carriage of passengers at interrupted train or emergency train of an emergency transport train for the needs of BDZ - Passenger Transport Ltd fora three-year period containing 12 (twelve) lots as follows:

Main Site: Passenger Center Sofia, region with main station Sofia and borders of the region Ihtiman, Gorna Banya, Voluyak, Bankya, Bov and Pirdop.

Carriage of passengers in case of interruption train movement or emergency train of an extraordinary train for the needs of BDZ-Passenger Transport EOOD for a three-year period.ethnic center Sofia, region with main station Sofia and borders of the region Ihtiman, Gorna Banya, Voluyak, Bankya, Bov and Pirdop.

1. Requirement of the contracting authority for lots No 1 and No 3-12:

1.1.The participant must have a license for the public transportation of passengers on the territory of the Republic of BULGARIA.

2. Requirement of the contracting authority for Lot 2:

2.1.The participant must have a license forpublic transport of passengers on the territory of the Republic of BULGARIA and license for international road haulage (taking into account the need for transhipment to Dimitrovgrad Railway Station (Serbia).

When submitting the offer, the participants declare in the field "Entry in the relevant professional register "of Section A)" Eligibility "in Part IV:" Selection Criteria "of the UniformEuropean Public Procurement Document (EDES), its compliance with the selection criterion under 1.1. and 2.1., stating explicitly the license number and date, web address, authority or service issuing the document, accurate reference to the document.

Demonstration: compliance with the said requirement is demonstrated by a copy of a valid public transport license certified by the participant. of passengers in the territoryof the Republic of BULGARIA (for lots No 1 to No 12 incl.) and a valid license for the international carriage of passengers by road (for Lot No 2). They shall be submitted by the tenderer, at the request of the contracting authority at any time after the opening of the tenders for participation, in accordance with Art. 67, para. 5 of the PPA and under the conditions of Art. 112, para. 1, item 2 of the Public Procurement Act.

The assignor does not set requirements for an iconparticipants` ohmic and financial status.

I. There are specific grounds for art. 133, para. 4 of the PPL for the application of shortened time limits for the receipt of tenders. According to the agreements between BDZ - Passenger Transport Ltd. and the Ministry of Transport (hereinafter: the Ministry of Transport, Information Technology and Communications) Contract No. DR-7 / 26.06.2009.for the performance of societies. transport services in the field of railway transport in the territory of the Republic of BULGARIA, effective 1.01.2010, "BDZ - Passenger Transport" EOOD is obliged to provide on its responsibility extraordinary transport, which within the limits of technical and economic possibilities is equivalent to By Decision No 14 / 17.05.2019 the contracting authority was openedand a PPA procedure with the same subject, containing 27 lots, published in the PPA under No. 0105-2019-0012. Tenders were submitted for all lots and by Decision No 25 / 25.09.2019 the following participants were ranked and assigned as contractors:

- "Trans 6" Ltd. - for item no 1, 2, 3 ; 4, 5, 6, 7, 8, 9, 10, 11, 12, 15, 16, 17;

- Wonda EOOD - for vol. pos. Nos. 13 and 14;

-transport services "Ltd. - for item no. 18;

-" Detelina - Drita "Ltd. - for item no. Nos. 19, 20, 21, 22, 23, 24, 25, 26 and 27.

Contracts were entered into with Wonda EOOD, Passenger Transport EOOD and Detelina - Drita EOOD. submitted the necessary documents for the conclusion of a contract, in view of which Decision No. 33 / 11.12.2019 amended the decision No. 25 / 25.09.2019, ato for vol. pos. Nos. 8, 9 and 16 were awarded to contractors, second-ranked participants with whom contracts were concluded, and for the item no. 1, 2, 3, 4, 5, 6, 7, 10, 11, 12, 15 and 17 by Decision No. 12 / 11.12.2019 the procedure was terminated on the grounds of Art. 110, para. 2, item 4, letters "a" and "b" of the Public Procurement Act. Considering the daily dynamics of the operational process and the condition of the rolling stock, withwhich operates the company, it is expedient to open a new emergency procedure for selection of contractors on the grounds of art. 18, para. 1, item 1, in connection with Art. 133 of the PPA for the regions for which no contracts have been concluded. The contracting authority shall set a time limit for the receipt of tenders in the present procedure - 15 days from the date of sending the contract notice.
