The consultation is passed in procedure with negotiation in application of articles L. 2124-3 and R. 2161-21 to 23 of the code of the public order. The consultation will result in a single-award framework agreement with purchase orders, with no minimum or maximum, pursuant to Articles R. 2162-1 to 6 and R. 2162-13 and 14 of the Public Order Code. The framework agreement is the subject of a lotunique. It is not planned to break down into phases or slices.

Judging criteria for applications (application phase):

- legal and administrative compliance,

- economic and financial capacity,

- technical and professional capacity. bids (bidding phase):

1) technical value with regard to the items in the technical paper: (weighting 50);

2) price: (ponderation 50) Laval Agglomeration will negotiate the content and the amount of the offers with the candidates admitted to submit an offer. However, Laval Agglomeration reserves the right to award the framework agreement on the basis of the initial offers without negotiation pursuant to Article 2161-23 of the Public Order Code. Laval Agglomeration reserves the possibility ofundermine candidates in the process of negotiation.
