Implementation of an IT Data Processing Platform at ONRCdesigning / developing / testing / installing / configuring / training, delivery of HW infrastructure, software and technical space planning according to the specification.

Main Site: At the National Office of the Registry Trade in Unirii Boulevard no. 74, block J3b, section II III, sector 3, Bucharest.

Implementation of a system Informatic (IT platform for data processing at ONRC level), through implementation of services implementation and commissioning (analysis / design / development / testing / installation / configuration / training), delivery of hardware infrastructure (servers, workstations, rack switches, storage equipment, etc.), software and space planning. Information and formalities for evaluating if requirements are met:

Cerinta nr. 1: Non-compliance with the situations stipulated in art. 164, 165 and 167 of Law 98/2016 on Public Procurement. The bidders / members of the association / subcontractors / third parties should not find themselves in the situations provided for in art. 164, 165 and 167 of Law 98/2016 on public acquisitionslice. The way to demonstrate the fulfillment of the requirement: The bidders / members of the association / subcontractors / supporters will complete the DUAE with information related to their situation. Prior to awarding the contract, the AC will require the bidder ranked in the first three places after applying the award criterion, present updated supporting documents demonstratingthe fulfillment of the qualification criteria, according to the information contained in the DUAE. The following supporting documents, valid (actual / real) will be requested / present at the moment of their submission:

1) Establishing certificates regarding the lack of overdue debts regarding the payment of taxes, duties and contributions to the consolidated general budget (local budget, state budget and so on) at the time of the presentation; 2) The criminal record of the economic operator, namely the criminal record for each of the members of the administrative, management or supervisory body of the respective economic operator, respectively persons having the power of representation, decision or control within it, as it results from the certifying certificate issued by the Ministry(3) Where appropriate, other documents by which the economic operator proves that he / she is in exceptional situations which do not lead to the exclusion from the procedure provided for in Art. 165 par. (3), Art. 166, art. 167 paragraph (2), respectively art. 171 of Law 98/2016, as subsequently amended and supplemented; 4) After caz, any other equivalent editorial documents, according to the provisions of art. 168 par. (1) of the Law no. 98/2016, as amended and supplemented.

According to the provisions of art. 168 par. (3) of the Law no. 98/2016, with the subsequent amendments and completions, if in the country of origin or in the country where the economic operator is established no documents of the naturer above or these documents do not cover all the situations provided in art. 164, 165 and 167 of Law no. 98/2016, as subsequently amended and supplemented, a declaration on its own will be accepted or, if there is no legal provision in the country in question, an authenticated declaration before a notary, an administrative authorityor a professional association with competence in this respect. 2: The bidders, the supporting third parties and the subcontractors must not find themselves in the situations stipulated in art. 58 63 of the Law no. 98/2016. The offer is binding, in terms of content, for the entire period of validity established by CA and assumed by the bidder. The ranking of the bids is determined by the decreasing order of the respective scores, the winning bid being the first one, respectively the one with the highest total score after the application of critawarding the best value for money. Ranking of the first ranked bids: if there are equal scores, the contracting authority will divide the winning bid by the highest bidder's highest bid. If even after this tie there is equality, they will be divided by the maximum score obtained by the criterion - ctechnical solutions aptitude. If and after this there is equality, they will be separated by the maximum score obtained on the criterion - the professional experience of the staff. If and after this separation there is equality, they will be divided by the maximum score obtained by the criterion - the demonstration of an appropriate methodology for the implementation of the contract. If equality persists, for the depotthe Authority will require new economic proposals from economic operators. During the re-casting process, CA may request clarification of the documents received from the bidders, with the provisions of paragraph (1) art. 136 of HG 395/2016. According to ANAP Notification no. 247 / 6.9.2016 (also sent to economic operators under No. 253 / 6.9.2016) on the wayto submit requests for clarifications and additional information to the awarding documentation / responses formulated in the case of the procedure of assigning the procurement contracts, the request for clarification regarding the attorney's docket, the operators will be registered in SEAP (https://sicap-prod.e-licitatie.ro) as operator ec conf prev. 5 par.
