The municipalities of Utrecht, Amersfoort, Nieuwegein and Veiligheidshuis regio Utrecht (hereafter: contracting authority) intend to enter into an agreement regarding the purchase and maintenance of an application for the reintegration of former prisoners. The contracting authority intends to tender to 1zeal to award the contract. The contracting authority shall award the contracts to the tenderer with the most economically advantageous tender, based on the best price / quality ratio. Each participant concludes a separate agreement.

The system COEN is used in Utrecht and Nieuwegein. COEN (system municipality for reintegration ex-detainees) is out of date and vulnerable. The systemm does not meet the requirements set by the baseline information security municipalities, the BIG. This means, among other things, that you can see in the system who performs which action (logging). Gissers work in GIS files (in Word) and as a top X there is also being detained in COEN. Sharing information with partners within a case is now not possible. Also, it is currently not possible to automatically storer and destruction period, which is necessary on the basis of the privacy legislation.

In Amersfoort the DPAM system of Dataminer is used. This system is outdated and vulnerable and needs to be replaced in the short term.

The intended result is an efficient and privacy proof support for GIS / reintegration ex-detainees and possibly local PGA: Objective and (state of) aappointments with partners well in view, view of results in 1 overview, privacy trial, automatic cleaning action (record management) and end of double entry / pasting and cutting.
