Through and following Hermes phases of design, implementation and deployment, the role of the bidder will be to provide solutions and services below:

Through and after Hermes phases of design, realization and deploymentThe role of the bidder will be to provide the following solutions and services:
1) a software solution providing the necessary functionality to drive PEGGI-2020 perimeter processes. It can be alternatively:
- a solution developed to measure for the needs of the ECAP,
- an existing solution, scalable and parametrable;
2) a solution of Business Intellbuilt-in or aliased capability that makes it easy for non-specialist users to create / use presentations, analyze, compare or export data from different business cases;
3) maintenance of installed solutions and second-level support for the first few years after implementation in service of solutions.
Partial offers are not allowed.
General conditionsthe: ECAP has chosen to rely on the general conditions for ICT services of the Swiss Conference on Computing (SIK / CSI) (http://www.sik.ch/dok/AGBderSIK-Ausgabe-150101) -f.pdf). The tenderer undertakes to fulfill the conditions of participation fixed by the guide romand for the public markets (https://www.vd.ch/themes/etat-droit-finances/marches-publics/guide-romand/) and en particular to provide the relevant elements or requests of its Annex P.
Negotiations: Price negotiations, price discounts and benefits are prohibited.
Conditions governing the procedure: the procedure is subject to:
- the agreement GATT / WTO of 15.4.1994 on public markets, - the bilateral agreement between Switzerland and the European Community on certain aspects relating topublic contracts, comes into force on 1.6.2002,
- the Neuch-tel cantonal law on public markets (LCMP) of 23.3.1999,
- the regulation of execution of Neuch-tel cantonal law on the public markets (RELCMP) of 3.11. 1999.
Indication of the remedies: this invitation to tender can be appealed from the public law court of the cantonal court, rue du Pommier 1, 2001 Neuchatel, within 10 days of its publication.
Closing time for submission of tenders / Remarks: only tenders arriving at the address of Chapter 1.2 above, within the fixed time limit, signed, dated and completed, will be taken into consideration. . The offers will include:
- a presentation of the bidder,
- a description of the proposed solution,
- the document fully completed,
- the CVSof the proposed project team and other documents describing the organization of the bidder for the project,
- Annex P1,
- commitment on the honor of the respect of all the conditions of the guide romand for the public markets,
- any other relevant document in Annex P and Annex Q of the French-speaking guide for public markets. In order to ensure a rapid and fair assessment, the tenderere must follow the instructions in this tender dossier and use the document (Excel workbook) following the instructions on the sheet. The various documents constituting the Bidder's bid must be submitted in 2 copies:
- a complete and signed hard copy,
- a complete electronic copy, distributable.
