This notice of operation concerns the distribution of software licenses; as well as the provision of the following services:

Provision of software license distribution services;provision of a steering tool, and related services. Volumetrie: in 2017, the software distribution was addressed by about 15 postal group entities that represented a volume of about 350 orders, and more than 1, 000 requests for quotes. The average annual expenditure made in 2017 on about 100 La Poste Group publishers is around € 17 million. The publishersLa Poste has spent more than 200 KEUR on this period with: VMware, Microsoft, Red Hat, Veritas, Datastax, Adobe, Enterprise, APP Dynamics, Couchbase and Avepoint. The candidates will respond to the entire application.

The candidate will submit, at the same time as the application for participation, the documents indicated below:

1) an excerpt K-bis or equivalence;

2)if it is in receivership, the copy of the judgment (s) pronounced; (3) a duly dated declaration signed on paper by the supplier, to justify that it does not enter into any of the cases mentioned in 1 and a and c of 4 of section 45 of Ordinance No. 2015 -899; (4) the certificates issued by the competent administrations and bodies attesting that the candidate is not-in a case of prohibition to bid mentions in 2 of Article 45 of Order No. 2015-899, that is to say:

- a certificate of vigilance issued by the URSSAF,

- a tax certificate justifying the regularity of its tax situation (payment of VAT, corporation tax or income tax),

- a certificate attesting to the regularity of its situation with regard to-the employment obligation of disabled workers. (5) where applicable, the list of names of foreign employees employed by the candidate and subject to the work permit mentioned in Article L. 5221-2 of the Labor Code, specifying for each employee, in accordance with Article D. 8254-2 of the Labor Code, its date of hiring, its nationality and the type and serial number of the jobre valid work permit. Candidates established abroad provide the documents provided for in Articles D 8222-7 and D 8254-3 of the Labor Code. 6 / where applicable, the documents provided for in Article R.1263-12 of the Labor Code in the event of the release of employees.

Financial sustainability (30% weighted criterion). The financial sustainability of the candidate will be analyzed by La Poste or by companieslater than in the fiscal years (balance sheets, income statements and annexes numbered from 2050 to 2059 inclusive) for the last 2 fiscal years or any equivalent document.

The request to participate together with the information and documents requested under headings III.1.1 to III. .1.3 (on an information questionnaire or in free format) must be submitted on the platform eAchats avant the date and time limit mentioned in section IV.2.2. The candidate wishing to answer via the information questionnaire may obtain it from the buyer using the declaration of interest form available on the La Poste website (Suppliers Area: http: //www.laposte. en / suppliers). All documents that can not be scanned are returned by emailI recommend with acknowledgment of receipt or filing against receipt at the address of the point of contact before the same dates and time limits. In accordance with the provisions of Article 53 of Decree No. 2016-360 of 25.3.2016, the applicant is not required to provide the documents and information requested in this notice that can be obtained via an electronic system for restedition of information administered by an official body or a digital storage space accessible free of charge by La Poste and its subsidiaries. In this case, the candidate will specify in the answer file all the information necessary to consult this system or this space. To obtain access to the eAchats platform, the formalities are as follows:

- The candidate must ddeclare your interest by entering the form available on the La Poste website (Suppliers Area: http://www.laposte.fr/fournisseurs). It obtains and validates the Terms and Conditions of Use (GTU) of the eAchats platform, download the eAchats user guide and enter the necessary information about the person who will use the eAchats platform,
