IAM ForgeRock, Support and Operations Support
In 2017, an IAM system (Identity and Access Management) was commissioned by ForgeRock in the city of Bern. The platform is operated by the information services of the city of Bern, the support and further development of the Forge Rock components were outsourced externally.

For the further operation of IAM, any subscriptions required and the support for new project connections to the IAM sI have to procure these services under procurement law.
Scope of tender:
- Support for ForgeRock components,
- Support of IT services in case of problems,
- Implementation of new project connections and associated workflows,
- Subscriptions required if necessary.

- confirmation of the professional commission Complying with the CLA (in sectors without GAV approval of the auditors regarding local and industry relevance as well as equal pay between men and women).
The supporting documents must be signed by the information centers (municipalities, cantons, associations, coffers, etc.), not more than one Year and have to show thatSince the proofs are valid for one year from the date of issue and are registered by the Procurement Office, the supporting documents have to be submitted only once a year. Firms are advised to order all evidence at the same time from the helpdesks.
For consortia, all parties involved must complete a self-declaration-and to sign and provide the evidence.
Providers with business domicile outside Switzerland attach analogous confirmations from their country.

Partial offers are not permitted.
Business conditions: There must be net offersrich. Discount, discounts and any deductions are to be listed in the offer. Offers not submitted on time or in full will be excluded from the competition. Offers with price agreements will not be considered. The contract will be awarded on the basis of the offer. Negotiations: No negotiations will be held on the price. Technical negotiations are reserved.
VerfBasic principles: The client awards public service contracts for services in Switzerland only to providers who guarantee compliance with the health and safety at work regulations and the working conditions for men and women.

1) Evaluation matrix for chapter 2.4 resp 2.10 Award criteria: Jethe criterion is rated 0 to 5 points. The overall grade is max. 5 points and is composed of the percentage weighting of the criteria / sub-criteria. The bid will be awarded the highest sum of the weighted rating (value in use). All evaluation criteria (excl. Price) are graded according to the following rating scale: Grade 5 = very good, Grade 4 = good, Grade 3 = Genuegend, grade 2 = unsatisfactory, grade 1 = unusable, grade 0 = incomplete or missing information.
The lowest priced offer will receive 5 points. Per 1% additional costs 0.1 points are deducted (linear valuation). With the price minus points are possible. With the offer entry 2 references in the last 3 years with information persons, execution time and name of the order size areto admit. The reference sheet enclosed with the invitation to tender must be used. The awarding authority reserves the right to replace a reference specification with its own experience with other objects or orders. Failure to submit references will result in a score of 0 points in each case. 2) Date according to chapter 1.5: The date is not binding.
3) Term contractsag: The contract period is not binding. Reservation: An order is placed subject to the granting of the loan approval. Reminder: This invitation to tender can be challenged within 10 days of the first publication by means of a complaint to the governing body Bern-Mittelland, Poststrasse 25, 3071 Ostermundigen. The complaint must be filed in duplicate, sIt must contain an application, the statement of facts and evidence, a statement of reasons and a signature; Tangible evidence must be enclosed.
