Procurement of Day Activity Services within Nursing and Welfare

Baerum Municipality invites tenderers to a contest for the operation of day activity services (day centre services) in the tenderer's premises. The municipality needs:

Baerum Municipality would like to procure day activity services in the tenderer's premises for younger persons with dementia who live at home. The service must have a rural location, but with limited driving time by car from the Town Hall in the centre of Sandvika. The services must be an alternative to the Atrium Day Activity Centre (DAGA), which is located in Atriumgarden in the centre of Sandvika. The service also includes transport between the users' homes and the day activity centre.

The day activity centre will primarily be given as an offer to younger persons with dementia. The offer must, however, also be open to physically fit older persons with dementia. Many persons with dementia are physically fit, and have resources to use in tailored circumstances despite their dementia.

10 day activity places must be offered. The day activity centre must be open 5 days a week (with extended opening hours 1 day a week), and it must be open year round.

Qualification requirement:

Requirement 1: tax requirement: tenderers must have their tax and VAT payments in order;

Requirement 2: organisational and legal position: tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established;

Requirement 3: economic and financial position: tenderers must have an economic and financial solidity that gives the Contracting Authority the confidence that the tenderer will be economically viable throughout the contract period. Credit worthy without a requirement for security will be sufficient to fulfil this requirement;

Requirement 4: the tenderer's technical and professional qualifications: tenderers are required to have an organisation that has good capacity and competence to carry out day activity services for the target group(s);

Requirement 5: the tenderer's technical and professional qualifications: good experience is required from equivalent assignments of at least the same scope. Equivalent assignments mean health, nursing and welfare services for the target group(s);

Requirement 6: the tenderer's technical and professional qualifications: a good and efficient quality assurance system is required for the requested services;

Requirement 7: the tenderer's technical and professional qualifications: tenderers must have systems and routines that ensure a low impact on the environment when carrying out the delivery. The environmental management system must, amongst other things, ensure continual improvements to:

(a) the organisation's competence in the environment and safety; and

(b), the service'a impact on the environment.
