In the scope of this public procurement is includes conducting activities for preventive preparation, winter maintenance and snow-clearing of the municipal road network outsideurbanized territories of settlements in the municipality of Pomorie. The requirements for carrying out the activities for preventive preparation, winter maintenance and snow cleaning are described in detail in the technical specification, an integral part of the documentation.of this order includes:

- pruning and rooting of roadside plantations for the purpose of preventing snow drifts,

- mowing of weeds and dry grasses at the banquet in order to access the snow-cleaning equipment,

- drainage and cleaning of streams and drains, as well as cleaning of drainage trenches for the purpose of absorbing water in heavy snowmelt,

- clearing the road network from snow, from sleepingsnowmobiling,

- mechanized and manual processing of frozen sections with aggregates, salt and preparations.

The client does not set minimum requirements for fitness (competency) for the participants` professional activity.

2. The contracting authority shall exclude from participation in the procurement procedure a tenderer for whom there are grounds for removal in accordance with Art. 54, para. 1, items 1-7 of the Public Procurement Act and Art. 55, para. 1, items 1-5 of the Public Procurement Act

When submitting an offer to participate, the participant declares the lack of grounds for removal by submitting a single European ePublic Procurement Document (EDES).

The contracting authority may not remove from the procedure a participant for whom there are grounds for removal, if the tenderer presents the provisions of Art. 56, para. 1 of the PPA, evidence that measures have been taken to prove its reliability and are sufficient to guarantee its reliability.

A participant who has entered into force a sentence or other act under the lawThe nationality of the state in which the sentence was rendered or the act was issued, is deprived of the right to participate in public procurement or concession procedures, it is not entitled to use the provision of Art. 56, para. 1 of the PPA is an opportunity to prove the measures taken for reliability over the time determined by the sentence or the act.

3. Specific national grounds for exclusion are the following:

- convictions for trespasscapture under art. 194-208, Art. 213a-217, Art. 219-252 and Art. 254a-255a and Art. 256-260 of the Criminal Code (Article 54, Paragraph 1, Item 1 of the Public Procurement Law),

- violations under Art. 61, para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 228, para. 3 of the Labor Code (Art. 54, Para. 1, Item 6 of the Public Procurement Law),

- violations under Art. 13, para. 1 of the Labor Migration and Labor Mobility Act in force since May 23, 2018 (Article 54, para 1, item 6 of the Public Procurement Act),

- presence ofbut connectedness in the sense of par. 2, item 45 of the PD of the PPA between candidates / participants in a specific procedure (Article 107, item 4 of the PPL),

- presence of a circumstance under Art. 3, item 8 of the Law on Economic and Financial Relations with the companies, registered in jurisdictions with preferential tax regime, the persons controlled by them and their real owners,

- circumstances under Art. 69 of the Law againstcombating corruption and seizing illegally acquired property.
