Purchasing signaling works

The present procedure has as object the procurement of signaling works. The details of the related technical characteristics are detailed in the tender specifications, part of the documents of this acquisition.

This procedure has as its object thisThe estimated value of the largest subsequent contract (RON without VAT) is calculated in accordance with the provisions of Art. : 1, 591, 639.

Requirement no. 1: Bidders, third parties and subcontractors should not be located in the locationprovided for in art. 177, 178, 180 of Law no. 99 / 2016.

Mode of accomplishment:

The DUAE will be filled in by the economic operators participating in the award procedure (candidate / associated candidate / subcontractor / third party) with the information related to their situation. The supporting documents demonstrating the fulfillment of the assumed obligations in the DUAE are to be presented at the request of the entityonly by the tenderer ranked first in the intermediate rankings drawn up after the evaluation of the tenders, after applying the award criterion. These supporting documents may be:

1) Certificates of lack of debts related to the payment of taxes, duties or contributions to the general consolidated budget (local budget, state budget, etc.) valid at the moment(2) The judicial record of the economic operator and of the members of the administrative, management or supervisory body of that economic operator or of those having the power of representation, decision-making or control within it, as follows the certifying certificate issued by the ONRC / constitutive act, valid at the time of their presentation; 3) After theaz, documents demonstrating that the economic operator may benefit from the derogations provided in art. 178 para. (3), art. 179 par. (2), art. 180 par. (2), according to art. 184 of Sector Procurement Law 99/2016.

Specifications:

1) In the case of submitting a joint offer, the requirement must be fulfilled by all the members of the association, as well as by the third party / subcontractorsIf there are no documents of the nature of the criminal record in the country of origin or in the country where the tenderer is established, the contracting entity has the obligation to accept a declaration on its own responsibility or, if in that country there are no legal provisions on the declaration on own responsibility, a true statement in front of aa notary, an administrative or judicial authority or a form of organization of liberal professions with competence in this respect. Note: in the case of bidders who are foreign legal entities, equivalent certificates will be presented stating that they do not register tax obligations outstanding under the conditions of the applicable law in the country of residence

The economic operators must prove a registration form according to the law of the country of residence from which it appears that the economic operator is legally constituted, that it is not in nand the fact that it has the professional capacity to carry out the activities that are the object of the contract.

The bidder must demonstrate that the average global business figure, calculated on the lasther years - 2015, 2016 and 2017 financial years ended at a minimum: 1, 500, 000 RON.

If the admitted offers placed on the first place have equal scores, the winning bid will be the lowest price offer. If the prices are equal, the contracting entity will ask for re-allocation in the SICAP, in order to divide the bids, and the lowest bid• The clarification requests of the potential bidders will be addressed exclusively to the SICAP in the "Questions" section of the award procedure conducted by electronic means.

The evaluation committee will send the clarification requests regarding the offers submitted to the SICAP in the "Questions" section.
