Reconstruction of the Morena DN1000 sanitary collector in Gdańsk divided into parts: Part I: Reconstruction of the Morena DN1000 sanitary collector and Part II: Reconstruction of sewer chambers

"Reconstruction of the Morena DN1000 sanitary collector in Gdańsk on the part:

Main Site: Gdańsk, POLAND

Part I: the subject of the contract is the execution of construction and assembly works consistingin particular for:

1. disassembly of sanitary sewage network from reinforced concrete pipes DN1000 on the section of 101.3 m;

2. disassembly of the expansion chamber K-0020-0201;

3. disassembly of two sanitary sewage chambers: K-0020-0200, K-0020-0199;

4. installation of the DN1000 channel section from GRP pipes made of vinyl ester resins reinforced with glass fiber type ECR without corrosive fillers, over a length of 101.3 m;

5. assembly of a polymer concrete oval expansion chamber K-0020-0201;

6. installation of two polymer-concrete sanitary sewage chambers with circular section DN2000: K-0020-0200, K-0020-0199;

7. reconstruction of the chamber K-0020-0197 in shotcrete technology and replacement of the chimney with a new polymer concrete;

8. incorporation of existing side branches into existing chambers;

9. execution, maintenance and disassembly weresewage pass on the section undergoing reconstruction.

Contractors who are not subject to exclusion from the procedure pursuant to art. 24 paragraph 1 of the Public Procurement Law and art. 24 paragraph 5 point 1 2, 4 and 8 of the PPL Act

Statements and documents to be provided by the contractor in order to provide preliminary confirmation that it is not subject to exclusion (documents attached to the offer):

1) uniform euthe European order document (EAT) prepared according to the rules described in point VI.3 of this notice and in point 7.1.1 of the ToR regarding:

a) the contractor (in the case of contractors jointly applying for the award of each of them) in the absence of grounds for exclusion (parts II, III to the extent relevant to the prerequisites specified in Article 24 (1), subject to Article 133 (4), andfrom paragraph 5 point 1 2, 4 and 8 of the Public Procurement Law, part IV, section alpha, part VI);

b) entities on whose resources the contractor relies in order to demonstrate compliance with the conditions for participation in the proceedings, in the absence of grounds for exclusion (respectively Part II, part III to the extent relevant to the conditions specified in Article 24 paragraph 1, subject to Article 133 paragraph 4, and paragraph 5 item 1 2, 4 and 8 of the Public Procurement Law, partIV alpha section, part VI).

2) In order to determine whether there is a basis for excluding the contractor from the procedure pursuant to art. 24 paragraph 1 point 23 of the PPL, the contractor, within 3 days from placing on the contracting authority`s website the information referred to in art. 86 section 5 Public Procurement Law, provides the contracting authority with a declaration of belonging or not belonging to the same capital group, aboutit is referred to in art. 24 paragraph 1 item 23 of the PPL on the form constituting Annex 1.8 to the ToR. In the case of belonging to the same capital group, the contractor, together with submitting the statement, may provide evidence that links with another contractor do not lead to distortion of competition in the procurement procedure.

3) To confirm the lack of grounds for exclusion, the contractor whose offerwill be rated the highest, will be invited to submit the documents specified in point 7.2.3 7.2.11 of the Terms of Reference confirming the lack of grounds for exclusion of the contractor or entity, the potential of which the contractor relies in order to meet the condition of participation in the procedure.

4) Contractors having their registered office or place residing outside the territory of the Republic of Poland submit documents in accordance with the principles ofmentioned in point 7.3 of the ToR.

5) Statements and documents must be submitted in the form and manner described below in point VI.3 of this announcement.

6) Detailed information on the grounds for exclusion and documents submitted in this respect are described in the ToR.

1.Offer includes:

a. completed form (s) EAT;

b. proof that the contractor will have the necessary resources at the time of completing the contractand other entities when it relies on their ability or situation (e.g. obligations) (if applicable);

c. completed offer form; power of attorney to represent contractors jointly applying for the award of the contract in accordance with the provisions of point 8 of the ToR (if applicable);

d. power of attorney to sign the offer (in the case when the authorization to sign the offer does not arise directlyfrom the registration document);

e. proof of payment of the bid security, in accordance with the provisions of point 10 of the ToR,

f. evidence referred to in art. 24 paragraph 8 of the PPL, that despite the grounds for exclusion listed in art. 24 paragraph 1 point 13 and 14 and 16 20 and para. 5 points 1 and 8 of the PPL, the measures taken by him are sufficient to demonstrate its reliability (if applicable);

g. offer estimateO.

2. The offer, including EAT, shall be made under pain of nullity in an electronic form and provided with a qualified electronic signature. The detailed rules are set out in item 11.2 of the ToR.

3. The contractor sends the offer via the electronic bid submission system available at: www.przetargi.giwk.pl. Detailed rules for submitting the offer are set out in point 13 of the ToR.

4. Onconfirmation of compliance with the conditions, the contractor whose tender will be considered the most advantageous will be invited to submit the documents specified in point 7.2 of the ToR regarding the fulfillment of the conditions for participation in the procedure. The form of these documents is specified in point 7.8 of the ToR.

5. Due to the limited number of characters that can be entered into the content of the advertisement, other information is contained in the Terms of Reference available inand with this announcement on the contracting authority`s website.

6. The Purchaser reserves that in accordance with art. 93 item 1a of the PPL Act. may annul the procurement procedure if the funds from the European Union budget and non-refundable funds from the assistance granted by the Member States of the European Free Trade Agreement (EFTA), which the contracting authority intends toto be allocated to finance all or part of the contract, will not be awarded.
