When candidates want to assert the capabilities of other economic operators, they must justifythe capacities of these operators and the fact that they will have them for the performance of the contract.

This-consultation is carried out in the framework of the negotiated procedure with call for competition, object of the decree n 2016-360 of the 25.3.2016 relating to the public markets. As part of this procedure, the negotiation is not systematic. This is an eventuality that can be implemented by the buyer depending on the level of the offers submitted.
