The object of the contract to be the conclusion for the investment "Street modernization in Dej 46 streets" is represented by: executionthe works for "Modernization of streets in Dej 46 streets", according to the technical-economic documentation annexed to this specification. Street length 14 249 m, road width 3.00-6.5 m, sidewalk width 0.00-2 m, water drainage systems pluviale: rainwater sewerage, ditches and gutters, carriages, bridges.

The following streets in the municipality of Dej will be modernized: Gh. Doja, Măgurei, IL Caragiale, Rozelor, George Manzat (Grivitei district), V. Motogna (Grivitei district), East link (Grivitei district), West link (Grivitei district), Corbului, Cărăușilor, Trees, Smardan, BP Hasdeu, Florile Hill and Cimit Alleyir Flowers Hill, Roses Hill, Vidin, Slatinai, A. Mureșanu (Slatinai district), Iederei, Gorun, Mixandrelor, Grailor, N. Bălcescu, T. Vladimirescu, 1907, Jupiter, Saturn, Galaxia, Mercury, Venus, Horizon, Oituz, Martisorilor, Pintic-Vatori, Peaches, Small Pintic, Nursery, Pear, Roses, Zambilei, BN Antal, Str. Tiblesului, Str. Huhurez, Str. The hill of Viilor T1, Str. Dealul Viilor T2, Str. Dealul Viilor T3, Str. Dealul Pearls T1, Str. Dealul Pearls T2, Str. Bees T1 T2.

A. Bidders, third-party supporters and subcontractors must not be found in the situations provided in art. 164, 165, 167 of Law no. 98 / 2016.

The way in which the requirement can be demonstrated: the DUAE will be completed by the economic operators participating in thethe award procedure with the information related to their situation (bidders / associates / subcontractors / third party supporters)

The supporting documents proving the fulfillment of those assumed by completing the DUAE will be presented, at the request of the contracting authority, only by the bidder ranked on the 1st place after applying the award criterion on the admissible offers. These documentsthey will be specified in this section and can be:

1) certificates confirming the lack of outstanding debts regarding the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.) at the time of presentation;

2) the criminal record of the economic operator and of the members of the administration, management or supervisory body of the respto the economic operator or those with power of representation, decision or control within it, as it results from the certificate issued by the ONRC / the constitutive act;

3) as the case may be, documents demonstrating that the economic operator can benefit of the derogations provided in art. 166 para. (2), art. 167 para. (2), art. 171 of Law 98/2016 on public procurement;

4)other edifying documents, as appropriate;

B. Avoidance of conflict of interests according to art. 59 and art. 60 of Law 98/2016. The way in which the requirement can be demonstrated is fulfilled: the declaration regarding the non-classification in the potentially conflict-of-interest situations, presented by the bidders, third-party supporters and subcontractors (the declaration will be submitted with the DUAE).The rounds with decision-making functions involved in the procedure are:

The way in which the requirements can be demonstrated: the DUAE will be completed by the economic operators participating in the award procedure with the related information of their situation.

The supporting documents proving the fulfillment of those assumed by completing the DUAE followto be presented, at the request of the contracting authority, only by the bidder ranked in the first place in the intermediate ranking prepared at the end of the evaluation of the bids.

The documents requested in this section can be submitted / presented in any of the forms: original / certified copy / copy readable with the words "in accordance with the original" and will contain real / current information at the momentthe entity presenting them.

The economic operators submitting a tender must prove a form of registration according to the law of the country of residence. All clarifications to the award documentation will be attached to this announcement including any appeals filed, respectively decisionsto C.N.S.C. regarding the possible appeals;

2) If it is found that the offers ranked on the first place have equal prices, the contracting authority will request to the respective bidders, for separation, a new financial proposal in closed envelope, in which case the contract will be awarded to the bidder whose new financial proposal has the lowest price, according to art. 138 of H.G.395/2016;

3) DUAE (Single European Procurement Document) is a declaration on its own responsibility that can be completed online. All bidders are required to submit the subcontracting agreement and the association agreement, together with the DUAE submission.r, at the request of the contracting authority, the notifications of ANAP no. 256/2016 and 258/2017;

4) Payment will be made based on the situations of works accepted by the beneficiary.
