Forestry and Land Scotland requires the haulage of small roundwood timber; this shall include delivered-in requirements and ad hoc timber haulage.

(ESPD 4A.2) Where it is required, within a bidder's country of establishment they must confirm which authorisation or memberships of the relevant organisation(s) are required in order to perform this service.
Bidders must confirm if they hold the particular authorisation or memberships.
Please note: bidders must hold a valid standard operator's license in order to perform the services under this framework agreement. This license must be maintained by the successful Bidders for the duration of the framework agreement.
(ESPD 4B.5) It is a requirement of this framework agreement that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded framework agreement, the types and levels of insurance indicated below.
Bidders should note that whilst the value of the framework agreement has been estimated at 2 181 000 GBP over the maximum framework agreement period, forestry and land scotland reserves the right to modify the framework agreement — irrespective of the monetary value of modifications — within the scope permitted under Regulation 72(1) of the Public Contracts (Scotland) Regulations 2015, should operational reasons require it.
Operational reasons for modification may include, but are not limited to:
— a change to a supply location,
— a change to a point of delivery,
— a change to Forestry and Land Scotland's delivered-in, in-wood or forest to pier requirements,
— a requirement for low ground pressure vehicle configurations on Forestry and Land Scotland's restricted road network, or
— additional unforeseeable requirements relating to the haulage of small roundwood timber.

A summary of the expected community benefits has been provided as follows:
Contractors awarded delivered-in call-off contracts with an individual or accumulative annual value of 1 000 000 GBP or more shall be expected to provide a minimum of 1 community benefit in support of the following Scottish Government National Outcomes:
— 'We are better educated, more skilled and more successful, renowned for our research and innovation', and
— 'Our young people are successful learners, confident individuals, effective contributors and responsible citizens'.
Acceptable community benefits shall be as follows:
— work experience or placements for young people,
— apprenticeships, trainee job opportunities or graduate opportunities targeted at young people,
— up-skilling the existing workforce to meet market needs (e.g. training for existing employees, new entrants or sub-contractor staff), for example SVQs/NVQs, or
— support to young people (e.g. school visits, structured career events for school pupils or college students, mentoring, mock interviews, or assistance with CVs).
Community benefits proposed as part of this framework agreement should be in addition to what would have been done anyway.
Any contractor delivering a community benefit as part of this framework agreement will be required to provide evidence and reporting information on its provision as part of framework agreement review meetings.
