Public transport by bus in Ryfylke South

Kolumbus is announcing a competition for public transport by bus in the geographical area of Ryfylke South. The route area includes routes in Hjelmeland, Strand, Forsand, Stavanger, Sola and Sandnes Municipalities. The purpose of the contest is to provide good routes for travellers. See Annex 3 Route Specificaitons for details on the bus routes.

Kolumbus is announcing a competition for public transport by bus in the geographical area of Ryfylke South. The route area includes routes in Hjelmeland, Strand, Forsand, Stavanger, Sola and Sandnes Municipalities. The purpose of the contest is to provide good routes for travellers. See Annex 3 Route Specificaitons for details on the bus routes.

The contract will be valid from when it is signed until 30.6.2027. The start-up will depend on when Ryfast tunnel from Stavanger to Solbakk opens. The start-up date that tenders are to be based on is 1.12.2019.

In the first stage the contracting authority will qualify tenderers, based on the rules in the qualification documentation, thereafter they will invite qualified tenderers to submit a tender in the second stage, based on these procedure rules.

The contract will be entered into as a gross contract, i.e. that the Contracting Authority is responsible for income and the operator is responsible for costs.

A complete description of the assignment can be found in Annex 1 'Assignment Description'.

Emphasis is put on the fact that a tender is not to be seen as a licence application, as Kolumbus is not a licensing authority. The tenderer bears the risk that the terms to be granted a licence are met.
