- the tenderer will append to his tender a Single European Market Document (Article 38 of the Royal Decree of 18.4.2017 onprocurement in the traditional sectors). A model of DUME is appended to this Special Specifications,
- tenderers complete part III.A) of the DUME attesting that they are not the subject of any criminal conviction, in accordance with Article 67, - 1, of the law of 17.6.2016 and Article 61 of the Royal Decree of 18.4.2017 or, in case ofcriminal penalty, that they have adopted measures to demonstrate their reliability despite a mandatory ground of exclusion, in accordance with section 70 of the Act (corrective measures).
Compulsory grounds for exclusion are:
1) participation in a criminal organization;
2) corruption;
3) fraud;
4) terrorist offenses, terrorist offensesor incitement to commit such an offense or complicity in or attempt to commit such an offense; (5) money laundering or the financing of terrorism; (6) child labor and other forms of human trafficking; third country in illegal residence.
The contracting authority reserves the right to require the production of an extract from the criminal record.or equivalent document issued by a competent judicial or administrative authority of the country of which the tenderer is a national.
In accordance with Article 60 of the Royal Decree of 18 April 2017 on the award of public contracts in the traditional sectors, the adjudicator may review the selection at any stage of the procedure if the bidder's situation has changed.Exclusions from 1) to 6) apply for a period of 5 years from the date of judgment. Exclusion criterion 7) applies for a period of 5 years from the end of the infringement.
- the tenderers fill part III.B) of the DUME attesting that they are in payment order of their impots and taxes and their social security contributions, in accordance with Article 68 (1) of the Law and Articles 62 and 63 of the Royal Decree of 18 April 2017, the contracting authority shall verify the situation tenderers in terms of social debts, on the basis of certificates that are available electronically via the Telemarc application or via other elect applicationsequivalent if they are available free of charge in other Member States.

For the tenderer employing staff from another Member State of the European Union, the recent certificate shall be issued by the competent foreign authority and certify that the tenderer is in compliance with his obligations relating to the payment of social security contributions according to thelegal positions of the country where it is established. This attestation must be equivalent to that issued by the ONSS in Belgium.
In the case where the certification provided by Telemarc, an equivalent electronic application or by the competent authority does not prove that it is in order, the tenderer shall regularize its situation, within 5 working days of the ... (see market documents)
