3 tractors, according to the requirements of the specifications.

1) The bidders, the supporting third parties and the subcontractors must not find themselves in the situations provided by art. 164, 165, 167 of Law no. 98/2016. It will be prDUAE (Single European Procurement Document), according to which they do not comply with the provisions of Art. 164, 165 and 167 of Law no. 98 / 2016.

The supporting documents proving the fulfillment of the undertaken by the completion of the DUAE shall be submitted, at the request of the contracting authority, only by the bidder ranked first after applying the award criterionof the admissible fertilizers in the interim ranking completed at the evaluation of the bids. These documents may be: - - certificates for the absence of overdue debts, regarding the payment of taxes, duties or contributions to the consolidated general budget (local budget, state budget, etc.) valid at the moment of presentation, - documents demonstrating the fact that the operator isconomic may benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of Law 98/2016 on Public Procurement, - the criminal record of the economic operator and of the members of the administrative, management or supervisory body of the economic operator or of those having the power to represent, decide or control it, asresults from the certifying certificate issued by the ONRC / act of incorporation; 2) Statement regarding non-compliance with the provisions of art. 59 of Law 98/2016. The classification in one of the situations provided in art. 59 of Law 98/2016 leads to the exclusion of the tenderer in the present proceedings. This request must be fulfilled by the bidder and associate / subcontractor or third party, if applicable.

Any economic operator will be excluded from the procedure of awarding the public procurement contract if he is in the situation of incompatibility or if it presents false information or fails to provide the information requested by the contracting authority about its own situation.

At the request of the contracting authority, the tenderer ranked first in the midterm evaluation stage of the tenders will present the supporting documents to prove the achievement of those assumed by the DUAE, respectively the certificate foundissued by the ONRC or, in the case of foreign tenderers, equivalent documents issued in the country of residence. General information on the average turnover of the offer for the past 3 years (2017, 2016, 2015), which must be at least equal to 883 190 RON.-For a unitary assessment of the way the requirement is met, it will be mentioned that for the calculation of equivalence the annual average RON / EUR exchange rate communicated by the NBR for each year will be applied. All Component Documents of the technical proposal and all the documents of the financial proposal will be transmitted by the economic operators only in electronic format.the aforementioned documents will be numbered, signed and stamped by the economic operator, will be scanned, they will be loaded into the SEPP. to the appropriate section for each document type.
