Selection of contractor for carrying out design, construction and engineering works on site: Road III - 8611 "Belitsa - Zagradzhden" from km 10 430 to km 18 000 ". the public procurement is the Road Infrastructure Agency to conduct an open procedure for the selection of a contractor for carrying out research and design works and builderEngineering / on site: Road III - 8611 "Belitsa - Zrazhden" from km 10 430 to km 18 000 in order to improve the technical and operational characteristics of the road section and to achieve homogeneity of the road surface which will ensure safe conditions for traffic on the road, reduction of the depreciation cost of road transport vehicles and travel time.
Existing situation:
The 10 430 to 18 000 range is hard to navigate. Its gauge is extremely narrow by continuous collapses. The surface waters flowing through the skies pass through the roadway, form deep rails, ruin it and sink the road body into the ravine, which progressively narrows the road. Existing drainage facilities are destroyed or not functioning. Drainage chambersfillings are missing. The supporting walls are compromised. Bridges are long-term, tight, in poor condition and are unlikely to be reconstructed.
In the section from km 10 430 to km 18 000 the facilities are 22, - 18 pcs. tubular drains, 3 pcs. plate and 1 pc. stable. Devices with diameter f60 and smaller are 7 pcs. Their condition is bad, they are damaged or totally destroyeddrawn from the waters. Some of them are without wings and cisterns, but only transverse pipes.
In this section there are 3 pcs. bridges over the Belishka River - with L = 10 m - km 11 263, with L = 7 m - km 13 027 and with L = 10 m - km 14 791. They are in operation for more than 35 years, single open reinforced concrete planers, with a roadway width of about 3.50 m, and between the rails - from 4 to 7 m. In the sameits section has 14 pcs. retaining walls of stone masonry, 13 of which are under the road, and one is on the side of the skid. Most of the walls are compromised. There are ruins and collapses on the road on the side of the gully, as well as slopes of earth and rock mass on the side of the skete, which overwhelm the roadway. Restraint systems are missing, some concrete railings are presentthe site must have a registration in the Central Professional Register of Builders (TSRC) with the Chamber of Builders of the Republic of Bulgaria, according to Art. 3, para. (2) of the Construction Chamber Act (IIA) for the execution of Group II constructions, category II or to have such registration in a professional or commercial register in the country in which it is established for the foreign participants• The requirement is evidenced by the submission of a copy of the registration document in the Central Professional Register of Builders (TSRC) to the Chamber of Builders of the Republic of Bulgaria, according to Art. 3, para. 2 of the Chamber of Builders Act for the execution of Group II constructions, category II. For foreign persons - a similar document proving such registration in analogous reaccording to the legislation of the country in which they are established.
The participant in the procedure is required to have a minimum total turnover calculated on the basis of the annual turnover of the participant, including minimum turnover in the construction of roads and / or motorways and / roads and / or streets and / or roads from the Municipal Road Network (TSO)), and / or road facilities to them and / or roads with equivalent characteristics outside the country.
To demonstrate the economic and financial status of the participants, the following documents are submitted in relation to the requirements:
1. bank statements, or
2. annual financial statements or components when required to be published, and
3. free text reference hand the total turnover and the turnover in the sphere covered by the contract for the last 3 (three) completed financial years, depending on the date when the participant was established or started its activity
When, for a good reason, a participant is unable to submit the documents requested by the Contracting Authority, he can prove his economic and financial situation with the help of any other documentwhich the Employer deems appropriate.
