This notice of operation invites operators interested in submitting bids for purchases.

Main Site: At least 75% of entrusted R & D services will take place in EU Member States or associated countries by 2020. See the call for tender for details.

Purchases will take the form of pre-commercial procurement (PCP) whereby R & D services will be allocated to a series of parallel operators in a phased approach. This perwill compare competing alternatives.

A framework agreement covering 3 phases of R & D will be attributed to each selected operator.

Here are the 3 phases:

1) draft solution;

2) prototype solution;

3) pilot project After each phase, intermediate evaluations will be conducted to progressively select the best of the competing solutions. The operators presentedThe best solutions will be offered a specific contract for the next phase.

Testing and evaluation are planned to take place in several places, with a key contribution from emergency and security services practitioners, in accordance with the objectives specified in PCP. Challenge (TD2). Realistic cross-border and trans-organizational scenarios will be involved.

It is expected that qThis PCP procedure starts on 15.2.2019 and ends on 22.4.2022. The evidence-based solutions will become the first point of reference for the pan-European interoperable broadband system for public security in at least 11 acquiring countries, ie the main buyer and the group of buyers. will remain the owners of intellectual property rights(PCD) that they generate in the course of PCP and can use it to exploit the full commercial potential of the developed solutions (ie, beyond the buyers).

These PCPs enjoy an exemption vis---vis EU public procurement directives and the national laws that implement them (ie it is not an open procedure subject tos on the EU public markets, the choice in IV.1.1) should only be made for formal reasons, since it is mandatory to fill out the form.
