CPV Description: The city of Tampere, the Tampere Raitiotie Oy, the Pirkanmaa ELY Center and the Tampere districts will compete for the traffic lights and traffic management systems over-the-counter. The services to be acquired are described in the call for participation and the call. The question is whether the EU threshold exceeds the cost of a negotiated procedure. The contracting entity is a contracting authority under Section 34, subsection 2, point 3, of the Procurement Act. The procurement is subject to: - Tampere City, Tampere Raitiotie Oy, Pirkanmaa ELY Center, Kangasala Municipality, Lempaeaelae Municipality, - Top-level services of the traffic lights managed by the City of Sastamala and Yloejaerve; - Equipment of the city traffic management systems of the city of Tampere, such as cameras, variable information, backup and pacing instruc- tions, traffic metering devices, UPS equipment, sackboards charging points, overhead stations, traffic lights and traffic managementcontrolling, monitoring and top-level services of telecommunication network; tele-service services for faults in systems;

- The services to be acquired are described in more detail in the accompanying documentation. The bidder's selection criterion is the cheapest value-for-money ratio (50/50). Quality comparisons as the basis for knowing the skills and experience of the spirit animals, the service directionand the equipment inventory. Tenders are not compared at the stage of participation but only on the basis of the final tenders issued on the basis of the final tendering procedure.
