Procedure: this formalized procedure is an open invitation to tender subject to the provisions of Articles 25-i-1 and 66 to 68 of Decree No. 2016-360 of 25.3.2016. This market is for a supply of supplies and services. This contract is a mixed price: the main preventive maintenance as described in the DPGF (Annex 3a to EA) isx lump sum. This remuneration relates to the main service, the accessory and curative preventive maintenance as described in the BPU (Annex 3b to EA) are divided into 2 categories:

- a fixed part at a global and fixed price corresponding to the incidental preventive maintenance of the security installations,

- a part at unit price with purchase orders corresponding to Maycorrective maintenance of safety installations, replacement of obsolete systems and supply and installation of equipment for new buildings.

This is a framework agreement with single-tasking purchase orders with no minimum and no maximum for the unit price portion of each lot. The services covered by the BPUs will be subject to the provisions of Article 4 of Order No. 2015-899 of 23.7.2015 relating to public markets and Articles 78 and 80 of Decree No. 2016-360 of 25.3.2016 concerning framework agreements with purchase orders. Purchase orders will be notified by the contracting authority as and when required. The services are divided into 3 separate lots. The offers will be evaluated batch by batch. Bidders may submit a proposaloffer for one or more lots. No slice or variant is allowed for this market. The contract is concluded for an initial period of 1 year from the market notification. The market can be renewed in successive periods of 1 year for a maximum period of renewal of 3 years. The time limits for implementation are detailed in Article 2.1.2 of the Rules of the Consultationot. Nominations will be judged against the information provided in terms of qualifications and abilities. Bid Judging Criteria: The criteria and sub-criteria for judging tenders and their weightings are set in Article 5.2 of the Rules of the tender. The buyer does not wish to impose any form of grouping. Pursuant to Article 45-v of Decree No. 2016-360 of 25.3.2016 on public procurement, it is forbidden for candidates to submit several tenders by acting simultaneously: as individual candidates and members of one or more groups. The services will be financed on own budget. The contracting authority advocates the transmission of documents by electronic means but it authorizes the paper folds. It should be noted thatchoice of the transmission method is irreversible: the use of a different mode of transmission between the application and the offer is not allowed. An advance shall be granted in one lump sum to the holder, unless otherwise stated in the commitment document, when the minimum market price is greater than EUR 50 000 excluding VAT. And to the extent that the execution time is greater than 2 months. The moadvance is fixed at 5% of the minimum market price if the duration of the market is less than or equal to 12 months; if this period is greater than 12 months, the advance is equal to 5% of a sum equal to 12 times the minimum amount divided by this period expressed in months. Financial guarantee of the advance: the holder, except if it is a public body, must justify the constitution of apersonal and joint guarantee or a first demand guarantee up to 100% of the advance amount.
