The contract will be concluded:

- either with a single economic operator,

- or with a group of economic operators.

The same economic operator can not be an agent of more than one group for the same market. It is forbidden to make an offer by acting both as an individual candidate and as a member of one or more groupingss. In the case of a group of economic operators, no legal form is imposed by the representative of the contracting authority. However, in the case of a joint grouping, the agent shall be jointly and severally liable, for the performance of the contract, for each of the members of the group for its contractual obligations vis---vis the representative of the contracting authority. The composition of the groupcan only be modified between the date of submission of the tenders and the date of signature of the framework agreement, under the conditions provided for in Article R. 2142-26 of the Public Order Code.

Information and formalities necessary to evaluate if these requirements are fulfilled: declaration of the individual candidate or the member of the group (form DC2), mentioning the turnover of the last 3years. Minimum specific level requires: the average of the last 3 available annual turnover must exceed 1 000 000 EUR HT.

The market is financed from the state budget and paid by administrative transfer, within a period of 30 days from the date of receipt of the holder`s payment request. Conditional advance, corresponding to 5% (20% for an SME)the minimum amount of the master agreement or purchase order. Monthly installments by transfers for the lump sum payment; payment upon receipt of benefits for one-off services. Revisable prices.
