The market is a framework agreement passes according to Article L. 2125-1 1 of the code of the order public contract concluded from 1.1.2020 until 31.12.2020 and then expressly renewable from year to year until 31.12.2023. There are no minimum or maximum amountsannual mum.

The OHP finances all benefits. In order to determine the economically most advantageous tender in accordance with Article L. 2152-7 of the Public Order Code, the criteriaThe following weighted and descending order of importance will be taken into account for the award of the contract:

1) the technical quality of the tender in the light of the information provided in the memorandum (60%), broken down as follows :

- the methodology set up to ensure the maintenance of the doors and gates (noted on 48) broken down as follows:

- the organization of interventionstions (noted on 13),

- the human resources used for the execution of the market (notes on 8),

- the material means used for the execution of the market (notes on 8),

- the modalities information of the OPH and tenants (notes out of 5),

- the audit on the obsolete doors (note on 4),

- the measures taken in favor of tenants (notes out of 4),

- the note on the maintenance of the installationsns to standards (noted on 3),

- the treatment of waste (note on 3),

- the deadlines (notes out of 12) decomposes in the following way:

- the time of submission of estimate (in working days ) (note on 2),

- the period of intervention in week out of supply (in working days) (score out of 2),

- the time of intervention during the penalty (in hours) (note on 2),

- the delay in case of emergency in semanon-penalty (in hours) (score out of 2),

- the justification note for the intervention time during the week, excluding supply (noted on 1),

- the justification note for the time limit for intervention ( on 1),

- the note justifying the delay in case of urgency during the week off-call (noted on 1),

- the note justifying the time of submission of estimate (noted on 1).No justification will be taken into account in the analysis.

Any period expressed in any other unit than that required by the consultation regulation will not be taken into account in the analysis;

2) the price proposed by the applicant ( 40%) decomposed in the following way:

The notes can vary from 0 to the maximum value of the scale respectively according to thedecreasing offers.

For each of the offers, the numerical score is calculated in proportion to its deviation from the arithmetic average of all the selected offers.

The extreme scores are given to the offers, the absolute value of the difference expressed as a percentage. is greater than or equal to 35. The median score is attributed to the average of the offers.

- the cumulation of all the prizesunits of the unit price schedule (score out of 15) broken down as follows:

- the total of the subtotal number 2 of the unit price schedule (score out of 10). This criterion is judged according to the following formula (lowest price offered / price of the quoted offer) x 10,

- the cumulation of the sub-total 1 of the list of unit prices (score out of 5). This criterion is judged according to the following formula (price plus low offers / quoted offer price) x 5.
