Receiving and managing municipal waste from residential real estate in the municipality of Igołomia-Wawrzeńczyce

Subject of the order is collection and disposal (recovery or disposal) indicationsspecified in the order for municipal waste from real estate located in the commune of Igołomia-Wawrzeńczyce, where residents live (uninhabited real estate, companies, family allotment gardens, institutions, cemeteries are not included in the order), in a manner that ensures. achieving appropriate levels of recycling, preparation for re-use and recovery by other methods, orand limiting the mass of biodegradable municipal waste sent to landfill. The subject of the order are also waste collection devices: containers and bags, which will be placed in the places of waste collection indicated by the Employer or transferred to property owners by the Contractor. To the scope of the order the organization of the mobile sel point is also includedan effective municipal waste collection site by the Order, its service and collection of waste from it.

1. The subject of the contract is the provision of a service consisting in the collection and utilization (recovery or disposal) of municipal waste indicated in the order description from real estate located in the commune of Igołomia-Wawrzeńczyce, for whichthey are inhabited by residents (uninhabited real estate, companies, family allotment gardens, institutions, cemeteries are not included in the order), in a manner ensuring achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods and limiting the mass of biodegradable municipal waste transferred for storage, according to uponds of September 13, 1996 on maintaining cleanliness and order in municipalities (i.e. Journal of Laws of 2019, item 2010), provisions of the Voivodship waste management plan, adopted by resolution of the Assembly of the Małopolska Voivodship Assembly No. V / 34/19 of 28 January 2019 with attachments regarding the amendment to the resolution No. XI / 125/03 of the Małopolska Voivodship Assembly of 25 August 2003 regarding the "Economy plan falls outI of the Małopolska Voivodship for the years 2016 2022 ", and the regulations for maintaining cleanliness and order in the commune of Igołomia-Wawrzeńczyce adopted by resolution of the Commune Council of Igołomia-Wawrzeńczyce No. XVI / 108/2020 of February 25, 2020 and in accordance with Resolution No. XVI / 119 / 2016 of the Igołomia-Wawrzeńczyce Commune Council of July 19, 2016 regarding: definition of the detailed manner and scope of providing services in the field ofesie collecting municipal waste from property owners for the management of this waste, which constitute Annex 1 to the ToR. .

Included in the scope of the orderalso organization of a mobile point for municipal waste collection, in a place indicated by the Employer, its service and collection of waste from it. Mg,

- plastic packaging 70 Mg,

- multi-material packaging 10 Mg,

-mixed packaging waste 150 Mg,

- glass packaging 350 Mg,

- used tires 20 Mg,

- mixed waste of concrete, brick debris, waste ceramic materials and accessories, other than those mentioned in 17 01 06, 100 Mg,

- devices containing 15 Mg freons,

- waste electrical and electronic devices other than those mentioned in 20 01 21 and 20 01 23, containing a hazardous componentand (1) 8 Mg,

- used electrical and electronic devices other than those mentioned in 20 01 21, 20 01 23 and 20 01 35: 8 Mg,

- biodegradable waste 10 Mg,

- unsorted (mixed) municipal waste 1, 000 Mg,

- bulky waste 80 Mg,

- other not dim. above 50 Mg.

The contractor will meet the condition regarding having the authorization to conduct business in the field of collection and developmentwaste if it shows that it has:

1. current entry in the register of regulated activities kept by Wojta Gmina Igołomia-Wawrzeńczyce regarding the collection of municipal waste covered by the contract, from property owners, in accordance with the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (i.e. of 2019, item 2010 as amended);

2. current entryto the Register of entities introducing products, packaging and waste management kept from 24.1.2018 by the marshals of voivodships on the basis of the Act of 14 December 2012 on waste (i.e. Journal of Laws of 2019, item 701) as a transporting entity ;

3. current entry in the Register of entities introducing products, products in packaging and waste managementrun since 24.1.2018 by the marshals of voivodships based on the Act of 14 December 2012 on waste (i.e. Journal of Laws of 2019, item 701) as an entity collecting waste electrical and electronic equipment.

Note:

The contractor must ensure that you have the rights resulting from the relevant permits and entries in the relevant registers throughout the duration of the contract.

Confirmation documentdeclaring that the condition is met:

1) current entry in the register of regulated activities kept by Wojta Gmina Igołomia-Wawrzeńczyce regarding the collection of municipal waste covered by the contract, from property owners, in accordance with the Act of 13 September 1996 on maintaining cleanliness and order in communes (i.e. Journal of Laws of 2019, item 2010 as amended);

2) current entry in the Registerru entities introducing products, products in packaging and waste management run from 24.1.2018 by marshals of voivodships on the basis of the Act of 14 December 2012 on waste (i.e. Journal of Laws of 2019, item 701) as a transporting entity;

3) current entry in the Register of entities introducing products, packaging and waste management productsfrom 24.1.2018 by the marshals of voivodships on the basis of the Act of 14 December 2012 on waste (i.e. Journal of Laws of 2019, item 701) as an entity collecting waste electrical and electronic equipment.

. Entries.

In the case of Contractors jointly applying for the award of a contract, compliance with the required rights shall be demonstrated by each Contractor oferty.

The contractor will meet the condition regarding its financial standing if it proves that it has:

1. a paid policy or other insurance document confirming that the Contractor is insured against civil liability in the scope of conducted activity related to the subject of the order for an amount not less than PLN 300, 000.00 (in words: three hundred thousand zlotys 00/100);

2. financial resources or abilitycredit amount of not less than PLN 300, 000.00 (say: three hundred thousand zlotys 00/100).

Document confirming compliance with the condition:

1) policy or other document confirming that the Contractor is insured against civil liability in the scope of conducted with the subject of the contract for a guarantee sum specified by the Ordering Party;

2) information from the bank or companya credit and savings bank confirming the amount of financial resources or creditworthiness of the Contractor, not earlier than 1 month before the deadline for submission of bids. call of the Employerwill submit a document confirming insurance and the amount of financial resources or creditworthiness.

In the case of Contractors jointly applying for the award of the contract, compliance with the above condition is indicated by any Contractor.

The offer should be made in Polish, in electronic format in pdf or doc format and signed with a qualified electronic signatureicznym. The method of submitting the offer, including the encryption of the offer, is described in the regulations of using the miniPortal.

Note:

The Employer recommends signing the offer and / or attachments to the offer with the SHA-2 algorithm, however if the offer or other documents are signed with the SHA-1 algorithm or other The Employer will not reject the Contractor`s offer. The correctness of the qualified signature as defined in eIDAS will be verified by the Employer through the use of a qualified validation service which online confirms or does not confirm the qualified status of an electronic signature and will issue an appropriate electronic certificate to this circumstance. He will have toprovide the following documents:

1) a certificate from the competent head of the tax office confirming that the Contractor is not in arrears with payment of taxes, issued not earlier than 3 months before the deadline for submitting bids or other document confirming that the Contractor has concluded an agreement with the competent tax authority regarding the repayment of these receivables with any interest or mushroomthe grandchildren, in particular, obtained the exemption provided for by law, deferment or distribution in installments of overdue payments or withholding in full of the decision of the competent authority;

2) certificate of the competent organizational unit of the Social Insurance Institution or Agricultural Social Insurance Fund or other document confirming that the Contractor is not in arrears with the payment of contributionsfor social or health insurance, issued not earlier than 3 months before the deadline for submitting bids or other document confirming that the Contractor has entered into an agreement with the competent authority on the repayment of these receivables together with any interest or fines, in particular he obtained the exemption, deferral or installment of overdue payments or installmentsholding in full the implementation of the decision of the competent authority;

3) the Contractor`s declaration of non-payment of local taxes and fees, referred to in the Act of 12 January 1991 on local taxes and fees (consolidated text, Journal of Laws of 2019 ., item 1170 as amended)on business activity, if separate provisions require an entry in the register or a register in order to confirm the absence of grounds for exclusion pursuant to art. 24 paragraph 5 point 1 Pzp
