Collection and management of municipal waste from residential real estate, in the commune of Jabłonna, in 2020

Reference Number: ZP.271.1.33.2019

The subject of the order is receiving and management of municipal waste from real estate inhabited by residents located in the areae. Jabłonna commune, in a manner consistent with current regulations and in a manner ensuring achievement of appropriate levels of recycling and preparation for re-use of municipal waste and reduction of the mass of biodegradable municipal waste sent to landfill in accordance with the provisions of the Act on maintaining cleanliness and order in municipalities and other provisions, and Wo recordsJewodzki Waste Management Plan for the Mazowieckie voivodship.

Main Site: Area of the commune of Jabłonna, POLAND.

1. Subject of the order

The subject of the order is the collection and management of municipal waste indicated in the order description from the property where residents live, located in the commune of Jabłonna, in a manner consistent with applicable regulations and in a manner that ensuresając:

1) achieving appropriate levels of recycling and preparation for re-use of municipal waste fractions;

2) achieving appropriate levels of recycling, preparation for re-use and recovery by other methods other than hazardous construction and demolition waste constituting municipal waste;

3) weight reduction biodegradable municipal waste forwardedstorage;

2. Characteristics of the commune

Number of people registered (permanently and temporarily) 17, 620 people (as at December 31, 2018)

The number of inhabitants in the commune of Jabłonna is around 20, 453 (number according to submitted declarations about the amount of waste management fee, as at June 30) .2019)

It is estimated that about 14, 800 people live in single-family housing and about 5, 653 in multi-family housing

The number of households (buildings) is approx. 5197, of which approx. 5111 in single-family housing and approx. 86 in multi-family housing.

3. Work range

1. receiving municipal waste from real estate where residents live, including collecting:

a) unsorted (mixed) municipal waste,

b) separately collected municipal waste such as plastics, metal, multi-material packaging, glass, paper,

c) bio-waste,

d) ash from home fireplaces,

a) collecting furniture and other bulky waste,

b) waste electrical and electronic equipment,

c) clothing and textiles,

d) used tires from households such as tires from cars, motorbikes, scooters, bicycles, etc.

2. collection of obsolete and out-of-date wasteunnecessary drugs from the six stationary points operating so far in the commune of Jabłonna (6 Konfiskator containers - list of points mentioned in point 4 of the order), with the reservation that the number of points may increase during the term of the contract, but not more than by 3;

3. collecting waste of waste batteries and accumulators from stationary points in the commune of Jabłonna (list of points listedny in point 4 orders), with the proviso that the number of points may increase during the term of the contract, but not more than by 3;

4. collecting waste from the Selective Waste Collection Point in Jabłonna at ul. Chotomowska 61 C, from households such as:

a) plastics, metal, multi-material packaging,

b) glass,

c) paper,

d) furniture and bulky waste,

e)Waste electrical and electronic equipment (WEEE),

f) construction and demolition waste - from households as a result of minor renovation works that do not require a building permit, e.g. replacement of tiles, terracotta, panels, painting walls, ceilings, wallpapering, etc.

g) used tires - from households such as tires from cars, motorbikes, scooters, bicycles, etc.;

i) hazardous municipal waste of the type: plant protection products used for household purposes not in horticulture or agriculture, oils, fats, paints, inks, detergents, glues, etc. and chemicals [referred to in - 2 points 15 and 20 in the Regulation of the Minister of the Environment of 9.12.2014 on the waste catalog (Journal of Laws of 2014, item 1923)];

j) expired medicines,

k) usede batteries and accumulators,

l) waste of textiles and clothing;

m) waste ineligible for medical waste arising in the household as a result of receiving medicinal products in the form of injections and monitoring the level of substances in the blood, in particular needles and syringes.

Conditions regarding competence or authorization to conduct specific professional activities:

About the orderContractors who are entered in the register of regulated activities conducted by Wojta Jabłonna commune may apply, in accordance with the provisions of the Act of 13.9.1996 on maintaining cleanliness and order in communes (i.e. Journal of Laws of 2018, item .1454, as amended), to the extent covered by the subject of the contract.

Conditions for the financial or economic situation:

The contract may be applied for bycontractors insured against civil liability in the scope of conducted activity related to the subject of the order for a sum insured of at least PLN 400, 000 (four hundred thousand zlotys).

A. The contracting authority excludes from the contract award procedure contractors who meet the conditions for exclusion from the procedure, listed in art. 24 paragraph 1 points 12-23. In addition, the contracting authority provides forkeying contractors based on art. 24 paragraph 5 points 1, 2, 4 and 8 of the PPL Act

B. Information on statements and documents submitted by contractors:

1. In order to pre-confirm that the contractor is not subject to exclusion and meets the conditions for participation in the procedure, the contracting authority requires a submission along with the offer, a statement in the form of a single European order document.

2. In order to confirmcircumstances referred to in art. 25 paragraph 1 point 3 of the Public Procurement Law, regarding the lack of grounds for exclusion, the contracting authority will call the contractor to submit the documents listed in Chapter VII, section 2 of the ToR.

3. In order to confirm that the contractor has met the conditions for participation in the procedure, the contracting authority will call him to submit the documents listed in Chapter VII, sec. 5 SIWZ.

4. Submit other documentsfor the offer:

1) Bid form, signed in accordance with the contractor`s representation;

2) Obligation of a third party to provide the contractor with the necessary resources for the performance of the contract (if the contractor uses the resources of other entities);

3) Power of Attorney, issued to :

a) sign the offer and provide any explanations if the signer is not authorizedestablished in accordance with the excerpt from the relevant register or from the central register and information on business activity;

b) representing contractors jointly applying for the award of the contract.

C. Information about the deposit:

1. The contracting authority requires a deposit of PLN 150, 000.00 (say: one hundred and fifty thousand zlotys 00/100).

2. The bid bond is lodged before the deadlineoffers.

3. The bid bond may be lodged in one or several of the following forms:

1) money;

2) bank guarantees or cooperative guarantees of a savings and credit union, except that guaranteeing a cash register is always a monetary guarantee;

3) bank guarantees;

4) insurance guarantees ;

5) sureties granted by entities referred to in art. 6b paragraph 5 point 2 of the Act ofon November 9, 2000 on the establishment of the Polish Agency for Enterprise Development (i.e., Journal of Laws of 2019, item 310 as amended).
