The scope of the requirements encompasses skips and container waste collection services as well as dustcart collection services.
The services in lot 1A for skips and container waste collections may be carried out at any TfL head office building, any other TfL site or any Greater London Authority (GLA) site and encompasses the following waste streams:
— mixed commercial industrial waste,
— dry mixed recycling,
— mixed construction waste,
— ballast,
— wood,
— Pallet recycling,
— food waste collection services with bin exchange/ cleaning (at nominated sites),
— glass collection services,
— confidential waste collection services (including paper, clothing, bulk items and small electronic devices such as USBs),
— toner cartridge recycling,
— sleepers and treated wood,
— assistance with fly-tipping incidents,
— compactors at nominated sites including an emergency response service for dealing with faults, routine cleaning and staff familiarisation training,
— supply of metal wheelie bins (1 100 L, 770 L, 660 L and 240 L), and
— interior confidential recycling bins (120 l).
The services will be a mixture of scheduled and ad-hoc. Service requests are predominately during core daytime hours (07:00 16:00), however, there may be some requirements for night time and weekend services. Services carried out at some sites (including all TfL head offices unless otherwise stated) will be expected to align with TfL's re-timing deliveries scheme. This scheme aims to move freight collections and deliveries to take place at night time between 19:00-07:00.
There will also be a requirement for services at a range of sites managed by TfL, and where appropriate, other service partners. The locations will typically be within the M25 area; however, these will predominantly be operational depots and head office facilities.
In addition to a proactive service delivery model, TfL will require a consistent and robust reporting as well as invoicing plan to support cost reduction over time and offer a greater emphasis on waste reduction and/or recycling.
The services provided must be fully compliant with legislative and statutory requirements in addition to supporting any initiatives set by the Greater London Authority (GLA) or TfL stakeholders.

The contract or contracts (if any) resulting from this call for competition may be awarded by and may be for the benefit of TfL and/or any of its subsidiaries.
The Contracting Authority expressly reserves the right:
(i) not to award any contract as a result of the procurement process commenced by publication of this notice; and
(ii) to make whatever changes it may see fit to the content and structure of the tendering competition; and in no circumstances will the Contracting Authority be liable for any costs incurred by the candidates. Any expenditure, work or effort undertaken prior to contract award is accordingly a matter solely for the commercial judgement of potential suppliers.
