Collection and management of municipal waste coming from landlords from the area of the Olesno Commune.
collection and management of municipal waste coming from real estate ownersin which the residents live in the area of the Olesno Commune and the management of collected municipal waste from the selective collection point for municipal waste and the equipment of the point in containers.

The object of the order is the delivery and collection of municipal waste coming from property owners, which inhabitant livesy In the area of Olesno Commune and management of received municipal waste from PSZOK and equipment of the Point into containers.
Within the implementation of the contractor, the Contractor is obliged to:
1) Take and manage the following types of municipal waste from: - a) Mixed municipal waste, b ) separately collected waste: plastic and metal waste (waste-metals, including metal packaging waste, plastic waste, including plastic packaging waste, and multi-material packaging waste), paper waste (paper waste, including cardboard, packaging waste from paper and cardboard), glass waste ( colored and colorless glass waste, including packaging waste from glass) c) biodegradable municipal waste (bio-waste)and green waste) d) used electrical and electronic equipment, e) bulky waste (furniture, sofas, wardrobes, chairs, tables, carpets, children's carts, mattresses, eiderdowns, doors, windows, large-sized toys, bicycles, Christmas trees, car tires etc.)
2) Equip the Point of Selective Collection of Municipal Waste in containers and collect and manage the following types of communal waste from PSZOK: a) waste from paper and cardboard, b) metal, c) plastic waste (such as plastic bottles, cosmetics bottles and cleaning agents) and multi-material packaging, d) glass waste, e) green waste, f) waste, out of date medicines, g) chemicals (paints, solvents, waste oils), h) waste batteries and accumulators, i) aircrafts, j) used electrical and electronic equipment, k) wastelarge size, l) construction and renovation waste up to 400 kg from a person in a household, ł) debris, m) used tires.
3) Provide real estate owners with appropriate types and quantities of containers or sacks to collect waste meeting requirements specified in the "Regulations for maintaining cleanliness and order in the area of the Olesno Commune", on the terms agreedbetween the owner of the property and the export company and the rules specified in:
Uchwały No. XL / 305/17 and Uchwale No. XL / 306/17 of the City Council in Olesno of 9/10/2017
4) List of real estate and waste collection points (gazebo garbage containers), covered by the subject of the order, which should be equipped with containers / containers or sacks, their type and quantity. The Ordering Party will provideContractors prior to concluding a contract for collection and disposal of waste.
5) The contracting authority shall inform the Contractor about changes to the data included in the list referred to in item 4 in the period of the contract once a week, in the case of changes in the list, referred to in point 4, resulting in its extension with further real estate or collection points for waste (rain garnishes) not included in the list, the Contractor will be obliged to: a) provide real estate with containers or bags,
b) collect municipal waste from these real estates, starting from the week following the week in which information on the declaration was placed in the list. 7) In case of changes in the list referred to in point 5, resulting in a reduction in the list of real estate or points accumulatesThe Contractor will be obliged to: a) take away the container / containers from these real estates, - b) end the provision of municipal waste collection services from these properties, starting from the week following the week in which he received information about delisting from the list .
8) Wash and disinfect mixed and biodegradable waste containers belonging to-Contractors delivered to the property in the Olesno commune as part of the main order. Detailed description of the subject of the order has been specified in the SIWZ Annex. The Ordering Party considers the condition fulfilled, if the Contractor proves that he has:
1a) have a current entry in the regulated activity register in the field of collecting municipal waste from owners of real estateby the Mayor of Olesno,
2a) have a valid permit for the transport of municipal waste being the subject of the order issued under the Act on waste,
3a) have a current entry in the register collecting used electrical and electronic equipment kept by Main Inspector of Environmental Protection or ensuring readiness to accept waste by an entrepreneur having an entry, -referred to above,
4a) have a valid permit for the recovery or disposal of communal waste subject to the order issued on the basis of the Act on Waste, in the event that the Contractor intends to carry out the recovery or disposal of waste in its own scope. If the Contractor intends to transfer waste to another entity for the purpose of their recovery or disposal of the contract-to the indicated scope with the entity holding the permit in this respect.
List of statements or documents submitted by the Contractor, whose offer was the highest rated in the proceedings, at the request of the Ordering Party in order to confirm the circumstance those referred to in art. 25 ust. 1 point 1 of the Public Procurement Law: - a) a concession, permit, license or document confirming that the contractor is entered in one of thefrom the professional or trade registers kept in the European Union member state in which the contractor has its registered office or place of residence;
the Ordering Party does not specify in this respect any conditions that the Contractor is obliged to demonstrate ‡ in a special way
Due to the limitation of the number of characters in the individual sections of this announcement, the specific scope of the orderThe contractor is obliged to pay a deposit of PLN 20, 000 (say twenty thousand zlotys). The detailed requirements regarding the bid bond are specified in the ToR.

The contractor submits: - the Single European Order Document (electronically), - the original of the guarantee or surety, if the contractor provides a bid bond in a form other than money,
- Documents from which the right to sign the offer results (if applicable), potential power of attorney (if applicable),
- Commitment of another entity, on the resources of which the contractor is involved (if applicable). the contractor is excluded from the contract, in respect of which any of the circumstances referred to inArt. 24 sec. 1 point 12-23 of the Public Procurement Law. List of declarations or documents submitted by the Contractor, whose offer was the highest rated in the proceedings, at the request of the Employer, as a confirmation of not being subject to exclusion: - information from the National Criminal Register in the scope specified in art. 24 sec. 1 points 13, 14 and 21 of the Public Procurement Law, issued not earlier than 6 months before the deadline of- the Contractor's statement that he or she has not issued a final court judgment or final administrative decision on default of taxes, fees or social security or health insurance premiums, or in the event of such a verdict or decision confirming the payment of such receivables, including any interest or fines or failuresbinding the agreement on the repayment of these receivables, - the Contractor's statement about the lack of a ruling against him as a preventive measure for the prohibition of applying for public orders; if the contractor is established or resides outside the territory of the Republic of Poland, instead of the document referred to above (information from the NQF), he submits a document issued in the country in which he has its seat or placeresidence, issued not earlier than 6 months before the deadline for submission of offers, submits information from the relevant register or, in the absence of such register, another equivalent document issued by the competent judicial or administrative body of the country in which the contractor is established or resides has a person who is concerned with information or a document, wzthe scope specified in art. 24 sec. 1 items 13, 14 and 21 of the Public Procurement Law. If in the country in which the Contractor is established or domicile or place of residence has a person to whom the document relates, no document referred to above is replaced by a document containing a statement of the Contractor, indicating the person or persons authorized to represent it, or statementthe person to whom the document was to be related, submitted to a notary or before a judicial, administrative or professional self-regulatory or economic authority competent for the seat or place of residence of the Contractor or the place of residence of that person.
