3.1 The subject of the orders is the implementation collection and management services for municipal waste coming from landlordsthe place where residents live in the Olesno Commune and the management of received municipal waste from the selective collection point of municipal waste and the equipment of the point in containers.
Main Site: Municipality of Olesno.
The subject of the order is the delivery and management of municipal waste coming from property owners, they live onin the area of the Olesno Commune and the management of received municipal waste from the Selective Municipal Waste Collection Point and the equipment of the Point into containers.
Within the implementation of the contractor, the Contractor is obliged to:
1) Take and manage the following types of municipal waste coming from property owners:
a) mixed municipal waste, b) waste collected selectively: plastic and metal waste (metal waste, including metal packaging waste, plastic waste, including plastic packaging waste, and multi-material packaging waste), paper waste (paper waste, including cardboard, packaging waste with paper and cardboard), glass waste (colorless and colorless glass waste, including packaging waste glass) c) waste-municipal biodegradable (bio-waste and green waste) d) used electrical and electronic equipment, e) bulky waste (furniture, sofas, wardrobes, chairs, tables, carpets, children's carts, mattresses, eiderdowns, doors, windows, large-sized toys, bicycles, Christmas trees, car tires, etc.)
2) Equip with the Selective Collection Point of Municipal Waste in containers and pick up and usethe following types of municipal waste from PSZOK: a) waste from paper and cardboard, b) metal, c) plastic waste (such as plastic bottles, cosmetics bottles and cleaning agents) and multi-material packaging, d) glass waste, e) waste green waste, f) expired drugs, g) chemicals (paints, solvents, waste oils), h) spent batteries and accumulators, i) aircrafts, j) used equipmentelectric and electronic, k) large-size waste, l) construction and renovation waste in the amount up to 400 kg from a person in the household, ł) debris, m) used tires.
3) Provide real estate owners with appropriate types and quantities of containers or bags, used to collect waste that meets the requirements specified in the "Regulations for maintaining cleanliness and order in the areao Olesno Communes ", on the terms agreed between the owner of the property and the export company, and the rules specified in:
Uchwały No. XL / 305/17 and Uchwale No. XL / 306/17 of the City Council in Olesno of 9/10/2017
4). List real estate and waste collection points (waste sheds), covered by the subject of the order, which should be equipped with containers / containers or sacks, their type-and the amount of the Employer will provide the Contractor prior to the conclusion of the contract for collection and disposal of waste.
5) The contracting authority shall inform the Contractor about the changes to the data included in the list referred to in point 4.
6 during the term of the contract once a week. changes in the list referred to in point 4, resulting in its extension by subsequent properties or pointsgathering waste (garbage dumphouses) not included in the list, the Contractor will be obliged to: a) provide real estate with containers or bags,
b) collect municipal waste from these properties, starting from the week following the week in which information on the submission of declarations.
7) In the case of changes in the list referred to in point 5, resulting in a reduction ofy of real estate or waste collection points included in the list, the Contractor will be obliged to: a) take away the container / containers from these real estates,
b) end the provision of municipal waste collection services from these properties, starting from the week following the week in which he received information about deletion from the list.
8) Wash and disinfect waste containers mixed with andBiodegradable, belonging to the Contractor, delivered to the property in the municipality of Olesno as part of the main order.
The detailed description of the subject of the order has been specified in the Annex to the ToR.
The condition will be met by contractors who:
1a) have a current entry in the regulated activity register receiving municipal waste from property owners run by BuOlsztyn,
2a) have a valid permit for transport of municipal waste being the subject of a contract issued on the basis of the Waste Act,
3a) have a current entry in the register collecting used electrical and electronic equipment kept by the Chief Environmental Protection Inspector or ensuring the readiness of accepting waste by the entrepreneur having an entry for whichm mentioned above,
4a) have a valid permit for recovery or disposal of municipal waste subject to the order issued on the basis of the Waste Act, in the event that the Contractor intends to recover or neutralize waste on its own. If the Contractor intends to transfer waste to another entity for the purpose of their recovery or disposal, the contract forThe contractors may apply for awarding the contract, who will prove that they have: third party liability insurance in the scope of their activities related to the subject of the order.
Due to the limitation of the number of marks in the individual sections of this notice the scope has been specified in Specification I
Detailed information about the conditions of participation in the procedure and the grounds for exclusion as well as a list of statements or documents confirming the fulfillment of conditions for participation in the proceedings and no grounds for exclusion have been specified in the Terms of Reference.
The Contractor is obliged to pay a deposit of 20 PLN 000 (in words: dwthousand zlotys, 00/100). • The detailed requirements for the bid bond are set out in the provisions of the Essential Terms and Conditions of the Order.
The Purchaser informs that the procedure under Art. 24aa of the Public Procurement Law (so-called reversed procedure).
The Contracting Authority provides for the award of contracts referred to in art. 67 sec. 1 point 6 of the Public Procurement Law.
The Contracting Authority provides for aessence of the performance bond (10% of the gross offer price).
Together with the offer, the Contractor submits: - Uniform European Order Document,
- Original guarantee or surety, if the Contractor provides a deposit in a form other than money,
- Documents from which results in the right to sign the offer (original or a copy certified for compliance with the original by a notary public)days for signing other declarations and documents submitted together with the offer, unless the Employer can obtain them in particular with the help of free and publicly available databases, in particular public registers as defined in the Act of 17.2.2005 on computerization of entities performing public tasks (Dz. U. 2014, item 1114 and 2016 item 352) and the Contractor-he indicated this with the submission of the offer,
- Power of attorney to represent the Contractor in the proceedings or to represent the Contractor in the proceedings and conclusion of the contract, if the person representing the Contractor in the procurement procedure is not indicated as authorized to represent him in the relevant register or other document. In the case of Contractors jointly applying for the benefitordering the power of attorney to represent the Contractors jointly applying for the order or to represent Contractors jointly applying for the contract and conclusion of the contract, - Obligation of another entity, on the resources of which the Contractor relies, to provide the Contractor with the necessary resources to fulfill the order ( if applicable).
Note: W-If the Plenipotentiary is appointed from outside the group of Contractors jointly applying for the order, the power of attorney must be signed by all Contractors. Signatures must be submitted by persons authorized to make declarations of will on behalf of the Contractors.
The Employer does not provide for the conclusion of a framework agreement.

2 The Ordering Party does not reserve personal implementation by the contractor of key parts of the order.
3 The Contractor may entrust the execution of a part of the orders to Subcontractors. Responsibility for the proper execution of the order rests solely with the Contractor.
The Ordering Party requests that the Contractor indicate in the offer some parts of the orders which he intends to entrust to the Subcontractors and provide by the ContractorI want subcontractors.
The ordering party requires persons directed by the Contractor and Subcontractor to implement public order, in particular all activities entering the so-called direct costs based on a contract of employment. Thus, this requirement applies to persons who perform activities directly related to the provision of services, i.e. drivers and employees of vehicles collecting waste, administrative custodian appointed by the Contractor to contact the Ordering Party.
