The British Council is seeking to appoint a global property service provider who has the potential to deliver an enhanced level of real estate, strategic advisory and capital project management related services to support the delivery of a suite of property requirements and projects across their global portfolio. The British Council has a complex and diverse global property portfolio of circa 380 holdings across 112 countries around the world, made up of commercial and residential freeholds, commercial lease-holds and a variety of other property agreements. (Residential leasehold portfolio currently not in scope). The British Council also colocates with the Foreign and Commonwealth Office (FCO) and other HMG Partners in various overseas locations. Global Estates (GE) is the British Council's in-house property and facilities management department. GE is accountable for strategic management of the property assets owned and used by the British Council.

The British Councils preferred solution is to appoint a single property services provider to assist in maximising opportunities in managing the Bristish Councils global estate as a strategic asset by introducing a portfolio led global approach that will deliver value, savings and opportunities that suite the diversity of its business activities. Notwithstanding, the British Council reserves the right to appoint one or more service providers subject to evaluation of the market responses. The global estates provider will be required to support the effective management and performance of the portfolio, provide innovative and flexible property and project management solutions to support the regions in delivering the British Councils corporate plan, its commercial business outcomes and its cultural relations impact worldwide. The service provider will be required to deliver all services within the scope of the following service lines. Portfolio data management and lease administration. The provision and management of a single on-line real estate database, data administration and analytics platform that is fit for purpose.

Services will include but not limited to:

— data and document collation and review,

— data abstraction translation and input,

— general data management,

— event alert and tracking system,

— analyst/data management advisory and reporting. The service provider will be required to blend in-house data, including capital project management and compliance data with portfolio data, market and benchmarking data to meet a variety of insightful reporting requirements. Transactional services proactively managing, negotiating and advising on all real estate matters within the global estate portfolio. Creating and unlocking value through strategic management, efficiencies and cost avoidance strategies whilst aligning the estate with the business interests of the British Council. Including but not limited to:

— acquisitions,

— disposals,

— rent reviews,

— lease renewals,

— lease re-gearing.

Strategic property advice ad-hoc consultancy advice or secondments relating to the optimisation of the portfolio including but not limited to:

— market research and intelligence by region,

— country,

— metro,

— city and local levels,

— strategic business case generation,

— workplace innovation,

— occupancy management,

— workplace planning,

— performance improvement,

— efficiency,

— effectiveness and sustainability indicators,

— income generation and added value.

Other professional property services call off professional advice and services in support of strategic client programmes including planning and development consultancy, building surveys, cost consultancy, dilapidations, rating (UK only), land and property taxes, valuations. Capital project management management and delivery of the annual estates capital programme.

— relocations and building fit outs,

— general maintenance,

— security and compliance upgrades.

Services including but not limited to:

— technical due diligence and feasibility studies,

— project scoping, engagement of design and technical services,

— management of all tender processes inc. FF&E, contractor/vendor selection and appointment,

— CDM and QA approvals,

— quality and time management,

— preparation and implementation of capital project management play-books to client and best practice standards, integration with transaction management and data management and analytics to drive best outcomes.
