CPV Description: Purchase of raw material (corn silage and rye sowing) for BioGaz plant, within the project "Plant for the production of electric energy through the use of renewable energy biomass resources in Săcueni, Bihor county"
Raw vegetable materials.
The project is financed of its own budget in order to make the project "Plant for production(Biomass in Sacuieni, Bihor County), accessed under the Sectoral Operational Program "Increasing Economic Competitiveness" Priority Axis (AP4) - Increasing energy efficiency and security of supply in the context of combating climate change. Major Intervention Field (DMI2) - Valuablearea of renewable energy resources for green energy production. The operation Supporting investments in the modernization and realization of new capacities for the production of electric and thermal energy, by capitalizing the renewable energy resources: biomass, hydro power (in units with installed power less than or equal to 10 MW), solar, wind biocombustibiluGeothermal Resources and Other Renewable Energy Resources Operations Supporting the Investment.
According to the needs of the project "Electricity production plant by using biomass renewable energy resources in Sacueni, Bihor County", the acquisition of raw material for the proper operation of the plant, according to the obligations assumed by the financing contract
- lot 1: 10 950 tonnes of maize silo,
- lot 2: 1 460 tonnes of rye siloe
The contracting authority will answer clearly and completely to all clarification requests / additional information 10 days before the deadline for submission of tenders.
Tenderers will constitute the guarantee of participation in the amount of 1%, respectively-15 330.00 RON for lot 1 and 3 650.00 RON for lot 2. The guarantee for participation is constituted according to the provisions of art. 35 par. (3), lit. a) of GD no. 395/2016. The period of validity of the participation guarantee is 120 days from the deadline for receipt of tenders. The participation guarantee consists of a bank transfer or an issued guarantee instrumentin the conditions of the law by a banking company or by an insurance company, which is not in special situations regarding the authorization or supervision, according to the law, according to art. 36 par. (1) of GD no. 395/2016. The Ecoland Inter-community Development Association account where the participation guarantee will be delivered is RO94OTPV221000352003RO01, opened at OTP Bank Romania S.A. The bidders willthe guarantee of good execution in the amount of 10%. The guarantee of good execution is constituted in accordance with the provisions of art. 39, par. (4) of GD no. 395/2016. The period of validity of the performance guarantee shall be completed by the issue / restitution within 14 days from the preparation of the minutes of receiving the products, according to art. 42 para. (1) of GD no. 65/2016. Guarantee ofgood execution consists of a bank transfer or by a guarantee instrument issued in accordance with the law by a banking company or an insurance company, which becomes an annex to the contract, according to art. 40 par. (1) of GD no. 395 / 2016.
Own Budget Received by the Bihor County Council
1) The bidders, the supporting third parties and the subcontractors must not find themselves in the prevailing situationsto art. 164, 165, 167 of Law no. 98 / 2016.
The manner by which the fulfillment of the requirement can be demonstrated: the economic operators participating in the award procedure (including any third parties and subcontractors) will be filled in with the information related to their situation. DUAE is about to be presentat the request of the contracting authority, only by the tenderer ranked on the 1st rank in the interim ranking of the tender evaluation.
These documents may be:
- Certificate of absence of overdue debts regarding the payment of taxes, duties or contributions to the budget (local budget, state budget, etc.) at the time of submission,
- The criminal record of the economic operator and of the members of the management, management or supervisory body of the economic operator or those having the power of representation, decision or control within the economic operator, as it results from the certifying certificate issued by ONRC / constitutive act,
- According to the case, documents proving that the economic operatormay benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of Law no. 98/2016 on public procurement,
- Other editing documents, as the case may be;
