Procurement Project for Single-decker S-Bahn Rail Car Wagons

This invitation to tender involves a joint procurement by SBB and its group companies RegionAlps SA and Thurbo AG along with the partner railways Transports Publics Fribourgeois, Transports Publics Neuchatelois and Chemins de Fer du Jura. The joint procurement covers a total basic order quantity of 194 rail car wagons. An optional quantity of 316 additional rail car wagons and optional service contracts have also been put out to tender.

Main Site : Preparation for handover tests or acceptance tests of the relevant rail car wagons on the Swiss rail network according to the instructions of the awarding body. The details will be regulated in the works supply contract.

Bidders are invited to offer modern, single-decker rail car wagons for regional traffic based on a tried-and-tested platform that is already in service with them.

Terms of business: according to the requirements set out in the pre-qualification documents.

Negotiations: adjustment and negotiation rounds may be conducted during stage 2 (see section 4.5 below of the SIMAP publication) of the procedure. The language for negotiations is German.

Basic procedural principles: the client only awards public commissions for services in Switzerland to tenderers who comply with job security regulations and the conditions of work for employees and provide equal payment for men and women.

This invitation to tender is issued according to the selective procedure pursuant to Article 15 of the Swiss Federal Act of 16 December 1994 on Public Procurement (PPA, SR 172.056.1). The procurement procedure is subdivided into two stages.

— Stage 1: during stage one, a pre-qualification review of bidders is carried out (pre-qualification procedure). The suitability and selection criteria include an examination of the bidder`s experience and specific market focus. As part of this process, you must demonstrate the core characteristics of your platform vehicle. The bidder`s platform vehicle must as far as possible be consistent with the existing supply, infrastructure and timetable concepts of the competent authorities. The platform vehicle is defined in the pre-qualification documents.

— Stage 2: during the second stage, the most cost-effective tender submitted by the pre-qualified bidders is ascertained in accordance with the award criteria. The tender documents will be presented to pre-qualified bidders after the relevant decision has been made. The tender documents describe the conditions and procedure for stage two. The subsequent procedure (level 2) focuses on the product-specific requirements of the procurement partners. The award does not establish any entitlement to conclude a contract. Specifically, a contract will only be concluded if the body with financial authority approves the expenditure. Tenders will be treated in confidence. Further information is contained in the enclosed pre-qualification documents.

Procedures for appeal: pursuant to Art. 30 of the Federal Act on Public Procurement, an appeal against this publication may be filed within 20 days since notification in writing in an official language of Switzerland to the Federal Administrative Court, Postfach, 9023 St Gallen. The appeal petition must be submitted in duplicate and must contain the application, the grounds of appeal with details of the evidence and the signature of the appellant or his agent; a copy of the present publication and documents cited as evidence must be attached, provided they are in the appellant`s possession.

Deadline/Remarks:

(a) in the event of submission to the SBB Lodge (by the bidder itself or by courier): submission must occur no later than the above-mentioned submission deadline during the office hours of the Lodge (Mon-Thu 7.30 to 17.15, Fri 7.30 to 16.00), in return for a confirmation of receipt;

(b) in the event of submission by post: compliance with the deadline will be determined with reference to the post mark or bar code receipt of a Swiss or publicly recognised foreign postal service (company franking is not recognised as a post mark). You are obliged to send the tracking number no later than the submission deadline by email to the awarding body at the address specified in section 1.1;

(c) in the event of submission of the request to participate to a diplomatic or consular representation of Switzerland abroad: foreign bidders may submit their requests to participate no later than the above-mentioned submission deadline during opening hours, in return for a confirmation of receipt, to a diplomatic or consular representation of Switzerland in their own country. They are obliged to send the confirmation of receipt from the representation concerned no later than the submission deadline to the email address of the awarding body specified in section 1.1. The bidder must in any case obtain proof that the request to participate was submitted on time. Any requests to participate submitted after the deadline cannot be considered. They will be returned to the sender.

Remarks (Desired deadline for questions in written form): please submit any questions to esz.office@sbb.ch by the date specified above. Any questions submitted after the deadline cannot be answered. Anonymised answers will be issued by 19 June 2020.
