PrzThe order is to purchase a zero-emission rolling stock to service a public transport line - 20 electric buses with infrastructure to charge them.

Main Site: Lublin

1. The subject of the order is the purchase of zero-emission rolling stock for the service of public transport lines - 20 electric buses with infrastructure for charging them.

2. The scope of the orders includes:

2.1. Purchase and dostawa with the location and installation in a place indicated by the Employer of 20 brand new, ie manufactured not earlier than 12 months before delivery, unused, low-floor, one-membered maxi electric busses, hereinafter referred to as EV (electric vehicle) buses or identical buses, the brand itself, equipped with picking according to the specificand the terms and conditions of essential orders with attachments, adapted for the transport of disabled persons together with additional equipment, software and documentation specified in - 2 of the Formula of Contract constituting Annex No. 14 to the ToR.

2.2. 12 pieces of low-power chargers (including 10 pcs of two-station chargers with a higher or equal power of 80 kW (2 x 40 kW) and 2 pieces of mobile chargerswith a capacity greater than or equal to 40 kW) with parameters in accordance with the technical specifications of EV buses - Appendix No. 1 to the ToR, along with additional equipment, software and documentation specified in - 2 of the Contract Specification - Annex No. 14 to the ToR, compatible with those provided in delivery system with EV buses and a charging point. As part of the order, the Contractor will pay a feeinstalls the chargers in the place indicated by the Ordering Party, connects them to the low-voltage network and starts (including the full integration of chargers` communication systems with EV Buses).

2.3. Delivery including deployment and installation and connection to the distribution network of 1 charging point, which includes:

2.3.1.4 pieces of high-capacity chargers (approximately 450 kW) enablingcharging EV buses through a pantograph connector or a plug according to the CCS COMBO 2 standard,

2.3.2.1 the art of the MV / LV transformer supplying the charger,

2.3.3. Low voltage switchgear,

2.3.4.4 pieces of supporting structures with pantograph connections,

2.3.5. cable lines connecting charging point devices

2.4. The supply of special tools, diagnostic and control-measuring instruments, instrumentation, programs to perform service and repair work, referred to in the Model Contract constituting Annex No. 14 to the ToR,

2.5. Delivery of programs and additional devices along with installation costs, as well as the required documentation provided in the Annexes to the ToR, in particular in the Model Contract constituting Annex No. 14 to the Terms of Reference;

2.6. Delivery and commissioning of the telemetric systemenabling the monitoring of the operation of electric devices of the drive system of traction batteries and chargers, referred to in Appendix No. 3 to the ToR - Description of the telemetry system;

2.7. Delivery of a system enabling monitoring of the work of all chargers included in the order`s subject along with the control function of selected work parameters, referred to in Annex No. 1 to the ToR - Specificationtechnical service of EV buses, Annex No. 2 to the Terms of Reference - Technical specification of the charging point and Annex No. 3 to the Terms of Reference - Description of the telemetry system;

2.8. Delivery of one spare wheel for each EV bus,

2.9. Delivery of towing couplings, one at the front and the back of the EV bus, and one towing hook fitting (allowing the attachment of a rigid lobby in front of the bumperif it is anticipated), in an amount of 5 pieces for the entire delivery;

2.10. Execution of stickers and labeling of all 20 EV buses, low-capacity chargers and devices designated by the ordering party included in the charging point in accordance with the principles of project promotion and ordering guidelines presented at the stage of preparing relevant markings, and additional delivery after 2 cellssticker spare stickers for each vehicle and charger.

3. A detailed description of the subject of the order is specified in the Annexes to the ToR.

1. In order to confirm that the contractor meets the conditions for participation in the proceedings referred to in Article 22 para. 1 point 1 of the Public Procurement Law, please submit:

1.1. Information of the bank or Cooperative Savings and Credit Union confirming the amount of finances heldor the creditworthiness of the contractor, in a period not earlier than one month before the deadline for submission of tenders. 1.2. Documents confirming that the contractor is insured against civil liability in the scope of conducted activities related to the subject of the order for the guarantee sum determined by the ordering party in the specification of relevant order conditions. The contractor may inIn order to confirm that the conditions for participation in the proceedings are met, rely on the technical or professional capacity or financial or economic situation of other entities, regardless of the legal nature of the legal relationship that it has with it.

3. Contractor who, in order to confirm compliance with the conditions of participation in the proceedings, relies on technical or professional skills or the situation of the final customerother entities, irrespective of the legal nature of its relations with it, must prove to the awarding entity that in fulfilling the order, it will have the necessary resources of these entities, in particular by presenting the obligation of these entities to provide it with the necessary resources to fulfill the order. 4. Contractor who relies on the situation fother entities, jointly and severally liable with the entity that committed to provide resources, for damage suffered by the orderer resulting from the failure to provide these resources, unless the failure to provide access to resources is not at fault. If for justified reasons, the contractor can not submit the documents required by the contracting authority, referred to in point 1.1. and1.2 the contracting authority allows the contractor to submit other documents referred to in art. 26 par. 2c of the Public Procurement Law

1.O contractors who are not subject to exclusion from art. 24 sec. 1 and art. 24 sec. 5 Pzp and meet the conditions for participation in the proceedings.

2.In the procedure for the ordering of communication between the Employer and contractors, in particular, the submission of theinformation, documents, notifications and information transfer takes place electronically via the "Send message" form available as part of the platform to conduct proceedings on the site: https://platformazakupowa.pl/pn/ztm_lublin.

3.W in the case of joint application by contractors, a single document is submitted by each of the contractors jointly applying for the orderin accordance with the requirements specified in SIWZ. 4. The contractor, who refers to the resources of other entities, in order to demonstrate the absence of grounds for exclusion and compliance, in so far as it relies on their resources, the condition for participation in the proceedings also consists of uniform documents regarding these entities in accordance with the requirements specified in SIWZ

5. At the request of the Employer, inIn order to confirm the absence of grounds for excluding the Contractor from participation in the proceedings, the Contractor is obliged to submit information, certificates, excerpt and statements referred to in - 5, paragraphs 1 to 9 of the Regulation of the Minister of Development dated 26.7.2016 on the types of documents that the contracting authority may request from the contractor in the proceedings for the award of the contract (Journal of Laws of 2016, item 1126, as amended)m) relating to the Contractor and entities referred to in point 4.

6.If the Contractor has its registered office or place of residence outside the territory of the Republic of Poland, and also if the person whose document relates is residing outside the territory of the Republic of Poland, they have the rules set out in - 7 and 8 above Regulation.

7. A contractor who is subject to exclusionbased on Article. 24 sec. 1 point 13 lit. a-c and 14, with the exception of the case, if the person referred to in para. 14 was convicted of an offense listed in art. 24 section 1 point 13 lit. d and 16-20 or paragraph 5 of the Act, may provide evidence that the measures taken by it are sufficient to demonstrate its reliability, in particular to prove that the damage caused by the crime has been remedied, ortax offense, financial compensation for damage suffered or repairing the damage, exhaustive explanation of the facts and cooperation with law enforcement agencies and taking specific technical, organizational and human resources measures that are appropriate to prevent further offenses or fiscal offenses or improper conduct of the contractor. The provision of sentence pthe first shall not apply if the contractor, being a collective entity, has been the subject of a final court ruling against applying for the order and the period of validity of the prohibition does not expire.

8. The contractor is not excluded if the ordering party, taking into account the weight and special circumstances of the contractor`s deed, he will deem sufficient evidence presented on pshall leave item 7.

9. The contractor shall be obliged to provide the orderer with a statement on belonging to or lack of belonging to the same capital group as referred to in art. 24 sec. 1 point 23 of the Act (should be prepared according to Annex No. 10 to the Terms of Reference) within 3 days of placing information on the website of the ordering party, referred to in art. 86 par. 5 of the Public Procurement Law, ie information which will be convokedthe era in particular of the company and the addresses of the contractors who submitted offers within the time limit set in pts.w. z. through the form available at https://platformazakupowa.pl/pn/ztm_lublin.

10.Z.Ow proceeding for the order is excluded Contractor, in relation to which occurs any of the circumstances referred to in Article. 24 sec. 1 and 5.

11. It will be used percentedura specified in art. 24aa Pzp.

12. The deadline for offering is 90 days.
