For proof, the participant shall provide: a certified copy of a valid international passenger transport license, a Community license or a passenger license for the carriage of passengers within the territory of Republic of Bulgaria. 60 of the PPA foreign participants can prove their registration in analogous registers according to the lawIn the case of a grouping which is not a legal person, the requirement for registration shall be demonstrated by each participant in the grouping which will carry out the public passenger transport service according to the distribution of the participation of the persons in the execution of the activities provided for in the pooling agreement

In the case of subcontractingthey must meet the above requirement according to the type and the share of the order they will perform

The assignor does not impose requirements on the economic and financial status of the participants

Important! Each participant may submit a bid for one, for several or for all lots.

A participant in a procurement procedure may be any Bulgarian or foreignany natural or legal person, or any grouping thereof, and any other entity entitled to perform works, supplies or services under the law of the State in which it is established. / or legal entities, the contracting authority does not require the establishment of a legal entity but an agreementthe public procurement contract shall be concluded after the contractor has submitted to the contracting authority a certified copy of a certificate for tax registration and registration of Bulstat of the established association or equivalent documents according to the legislation of the state in which the grouping is established

Requirements for the personal condition of the participants: in the procedure is removed a participant, for whomit is present, any of the circumstances under Art. 54, para. 1, item 1-p. 7 of the Public Procurement Act. For the participant, the specific grounds for exclusion specified in the tender preparation guidelines, part of the procurement documentation, should not be available, such as: - presence of connectivity within the meaning of par. 2, item 45 of the PP of the Public Procurement Act between candidates / participants in a particular procedure (Article 107, paragraph 4 of the PPL), - the participants in the present public procurement and the persons controlled by them should not be registered in jurisdictions with preferential tax regime, according to art. 3 of ЗИФОДРУПДРКЛТДС,

- circumstances under Art. 69 of the Law for Counteracting Corruption and for Removal of the Acquired Property.

The participant certifies the lack of the circumstances under Art. 54, para. 1, p. 1-7 of the PPL and the absence of pand the specific grounds for exclusion by completing Part III "Grounds for exclusion" of EEDOP in the applicable fields (Figure 1).

The documents proving the lack of grounds for removal are specified in Article 58 of the PPL and are presented by the participant, selected as a contractor prior to the conclusion of the contract.

In the procurement proposal, participants should declare that when preparing the contractthe farm is compliant with tax and social security obligations, environmental protection, employment protection and working conditions.

Bodies from which the participants can obtain the necessary information on the applicable rules and requirements related to taxes and social security, environmental protection environment, employment protection and working conditions in force in the Republic of Bulgaria are National Agthe Ministry of Environment, the Ministry of Environment and Waters, the Regional Inspectorate of Environment and Waters, the Employment Agency and the General Labor Inspectorate Executive Agency. This contract is financed with funds for compensation / subsidy from the republican budget under the Ordinance on the conditions and procedure for providing funds for compensating the reduced revenue from the application of public passenger transport prices for road transport providedin the normative acts for certain categories of passengers, for subsidizing public passenger transport on unprofitable bus routes in the inland transport and transport in mountainous and other regions and for the issuance of transport documents for transport, adopted by Decree of the Council of Ministers No 163 of 29.06.2015 ., prom., SG, no. 51 of 07.07.2015 (the Ordinance). Payments are made by bank transfera transfer of the funds for compensation / subsidy from the republican budget to the budget of the Municipality of Targovishte within seven days after the submission by the carriers of the inventory accounts and the reports according to the ordinance. The payments are made after the distribution of the compensations / subsidies received in the order and in the manner stipulated in the Ordinance.
